Celem artykułu jest analiza kategorii bezpieczeństwa zdrowotnego w Strategii Bezpieczeństwa Narodowego RP z 2014 roku i 2020 roku. Punktem wyjścia jest przyjęcie właściwej definicji bezpieczeństwa zdrowotnego uznanego za proces, w którym współuczestniczy wiele elementów i na który wpływa wiele czynników o charakterze społecznym, ekonomicznym, środowiskowym, gospodarczym itd. Takie podejście pozwala uchwycić specyfikę bezpieczeństwa zdrowotnego jako istotnego elementu bezpieczeństwa państwa i obywateli. Przeprowadzona analiza dokumentów wskazuje, iż twórcy nie uwzględniają wieloczynnikowego i wielowymiarowego charakteru bezpieczeństwa zdrowotnego, a tym samym nie wskazują w Strategiach na kluczowe zagrożenia dla zdrowia i życia, a przede wszystkim na efektywne rozwiązania wprowadzane na poziomie państwa, których głównym zadaniem miałoby być utrzymanie odpowiedniego poziomu bezpieczeństwa zdrowotnego.

The aim of this article is to analyse the category of health security in the 2014 and 2020 National Security Strategies of the Republic of Poland. The starting point is the adoption of a proper definition of health security considered as a process in which many elements participate and which is influenced by many factors of social, economic, environmental, etc., nature. This approach captures the specificity of health security as an essential element of state and citizen security. The analysis of the documents proves that the authors do not consider the multifactorial and multidimensional nature of health security, and thus do not indicate in the Strategies the key threats to health and life and, above all, effective solutions introduced at state level, whose main task would be to maintain an adequate level of health security.

The aim of the article is to present threats in the health security system which originate from the use of the Internet. The development of the new technologies as well as the widespread availability of mobile devices and information makes these types of threats an important issue which receives a lot of coverage in the current social reality. The constantly increasing number of Internet users also generates a change in the model of the unit’s operation in both the professional and private areas. Being off line is virtually impossible. We spend time searching, talking or dealing with most things in the Internet, and consequently we spend more time in front of computers. This creates conditions for the development of threats that directly affect our health and safety. Internet users may become victims of criminal activity as a result of ill-advised use of the computer and the Internet. The number, type and power of threats to health security, in the same way as cyberspace, is virtually unlimited and is not subject to full control.

Głównym celem artykułu jest analiza zagrożeń dla bezpieczeństwa zdrowotnego wynikających z użytkowania sieci i urządzeń mobilnych. W artykule uznano również za istotne wskazanie realnych możliwości przeciwdziałania tym zagrożeniom na poziomie jednostki, państwa i innych podmiotów odpowiedzialnych za bezpieczeństwo zdrowotne.

The aim of the article is to show the aspects of health care policy, the main aims necessary for the entities corresponding to these aspects and, above all, the changes introduced by the reform of health service adopted by the Law and Justice government. The activities of the current government in the area of health protection clearly modify the system towards the National Health Service, whose model originates from Great Britain, where it has been in operation since 1948. The modifications introduced in the Polish system are aimed to streamline it, improve its effectiveness and accessibility for citizens. Designed and implemented transformations of the health care system in Poland, based on specific aspects as a result of government reform, introduce a system that in the long run will implement the principles of universal, unrestricted access to health services at the best possible level.

Celem artykułu jest ukazanie wymiarów polityki ochrony zdrowia – głównych celów koniecznych do realizacji przez podmioty odpowiedzialne w ramach tych wymiarów, a przede wszystkim zmian wprowadzanych reformą służby zdrowia rządu Prawa i Sprawiedliwości. Działania obecnego rządu w obszarze ochrony zdrowia jednoznacznie modyfikują system w kierunku Narodowej Służby Zdrowia, której wzór zaczerpnięto z Wielkiej Brytanii, gdzie model ten funkcjonuje od 1948 roku. Modyfikacje dokonywane w polskim systemie z założenia mają na celu usprawnić go, poprawić jego efektywność, a także stworzyć go bardziej przystępnym dla obywateli. Projektowane i wprowadzane przekształcenia sytemu ochrony zdrowia w Polsce, oparte w określonych wymiarach na reformie rządu, zaprowadzają system, który w perspektywie czasu ma realizować zasady powszechnego, niczym nieograniczonego dostępu do świadczeń zdrowotnych na jak najlepszym poziomie.
