Celem opracowania jest estymacja liczby biernych zawodowo w powiatach woj. kujawsko-pomorskiego z wykorzystaniem wybranych metod statystyki małych obszarów oraz dokonanie oceny precyzji otrzymanych szacunków. Przeprowadzona analiza stanowi przykład zastosowania wybranych estymatorów statystyki małych obszarów do estymacji liczby biernych zawodowo w ujęciu powiatowym. Analizę przeprowadzono na podstawie danych z Badania Aktywności Ekonomicznej Ludności za IV kwartał 2010 r. i Narodowego Spisu Powszechnego 2011. Uzyskane wyniki pozwalają na wnioskowanie o wielkości populacji biernych zawodowo na stosunkowo niskim poziomie agregacji.

The aim of this paper is to estimate the number of economically inactive people at a level of poviats in Kujawsko-Pomorskie Voivodship using selected methods of small area statistics and to assess the precision of the estimates obtained. The analysis is an example of the use of selected small area estimators to estimate the number of economically inactive people in poviats of Kujawsko-Pomorskie Voivodship. The obtained results allow to inference about the size of the economically inactive population at a relatively low level of aggregation. Previously used in public statistics estimation methods did not give the possibility to obtain data at this level due to the large errors of estimates.

Целью статьи является оценка числа профессионально пассивных лиц в повятах куявско-поморского воеводства с использованием избранных методов статистики малых домэн и проведение оценки точности полученных оценок. Проведенный анализ является примером использования избранных оценок статистики малых домэн в оценке числа профессионально пассивных лиц в повятовом подходе. Анализ проводился на основе данных из Обследования экономической активности населения в IV квартале 2010 г. и из Национальной всеобщей переписи 2011. Полученные результаты позволяют определять величину профессионально пассивной популяции на относительно низком уровне обобщения.

The purpose of this study was to identify factors affecting the classification as a working group of economically active people with disabilities. According to the Labour Force Survey methodology, working population is defined as labor resources, labor supply and labor force, which includes all people of working-age 15 and older, considered as employed or unemployed. Community of people with disabilities is extracted from the general population aged 15 and more, on the basis of law. People with disabilities include those aged 16 and over who have been awarded a judgment about the degree of disability or inability to work (CSO 2011). In the analyses of the labor market models with qualitative variables, which include logit models, are very often used. For the purpose of the study it was as-sumed that these models will describe the probability of a person with a disability to qualify for the category of employed. The basis for estimating probability mod-els were individual data obtained under representative Labour Force Survey in the fourth quarter of 2010. A set of explanatory variables contains 54 binary variables.
