This paper provides a review of a selection of the literature in the field of English foreign language teaching related to teacher autonomy. The focus is on the core themes recurring in the literature, which comprise: rationale for teacher autonomy, definitions of the concept, descriptions of an autonomous teacher, recognition of the constraints on autonomy and suggestions for teacher education promoting teacher autonomy.

In the first CSR, mainly under the influence of normative theory, several legal scientists began to focus on the public-law branches of law. Administrative law and self-government were not exceptions. The main subject of the dispute in terms of self-government consisted of the different view of its status and purpose in society. On the one hand, in the first CSR we are confronted with the political concept of self-government and, on the other, the legal concept of self-government. The theory of a political concept of self-government was based on the historical origin of self-government before the state, and on the idea that self-government is a collective equivalent of an individual with natural and inalienable rights. From this statement, several theorists have inferred that self-government is necessarily an existing union with the original power. On the contrary, the theory of the legal concept of self-government was based on the fact that, despite the historical origin of self-government, the state is the only sovereign on its territory. Therefore, self-government is only an entity with delegated power and a clearly defined sphere of competence, therefore self-government is a union created by the state.

The article presents the results of two experimental studies in which I investigated the effect of the situational context (autonomy-supportive vs. external control) and action vs. state orientation on perseverance and efficacy in task performance. The results of Study 1 (n = 40) confirmed that in a context which supports autonomy - as opposed to one which induces external control - people are much more likely to be not only more persistent and effective in their actions but also much more interested in the performed task. Interest in the performed task seems to also be - to some extent- a mediator in the relationship between persistence and efficacy. The results of Study 2 (n = 69) confirmed that a context, which supports autonomy positively, affects both persistence and efficacy. At the same time, the study shows that in a context, which supports autonomy, action-oriented people are more persistent and efficient in their actions than are state-oriented people. What is more, in an autonomy-supporting context, action-oriented people have a more positive attitude towards a given task than do state-oriented people.

The purpose of this text is to reflect on the process of building individual identity in the culture of education. The adopted perspective is based primarily on the concepts of culture and the place of the subject in it, derived from the thought of Richard Rorty and Harold Bloom. This perspective affords a look at the process of building an individual in a mature way, devoid of naivety but also revealing the hardships and aporias accompanying this process. Education can be the primary way through which man tries to get along with the world. The condition for the fortunate effect of these struggles is building a culture that is democratic, or in Rorty’s words poetic.

The author of the article concentrates on Silesian regionalists, primarily on the Silesian Autonomy Movement, its social activity as well as political, cultural, and social perception of this activity. Silesian regionalism was a considerable surprise for many Poles. For some of them, the postulates proposed by the Movement seem not only unprecedented in the history of Poland but also threatening the territorial integrity of the country. Public discussions about the Movement are dominated by emotions, not factual arguments, and lack scientific view on the matter. The article aims at filling at least a part of this gap.

Development of systems with an evolving level of autonomy is among the most controversial and yet promising aspects of military forces’ modernisation. The application of quasi- artificial intelligence in combat machines opens a new uncharted area of possibilities. In essence, these modifications aim to reduce the extent of human interference in the functioning of unmanned systems virtually to none. The potential risks are explored in dangerous scenarios, which consider that apart from off ering far-reaching advantages of using platforms with autonomic capabilities, they can be used against humanity. These scenarios assume a pivotal role in forecasting possible directions for development of the armed forces. This paper attempts to determine the essence of combat systems autonomy while focusing on a few of the most sensitive issues. For a transparent and credible debate on combat systems autonomy, it is adviseable that no ambiguity is present in terminological, ethical, legal and technological complexities, whose misinterpretation may become a source of unnecessary understatements or even lead to distortion of the debate.

Self-determination can be understood in many ways. As a construct, it has two basic meanings: (1) the rights of a collective group, usually citizens of a country, to self-governance, and (2) a personal construct referring to having control over one’s life. Many people assume that the presence of an intellectual disability precludes a person from becoming self-determined. The article presents some research perspectives connected with the self-determination of people with intellectual disabilities, i.e. the psycho-educational, ecological and sociopolitical perspectives. It describes intrapersonal and environmental factors contributing to self-determination as well as the trends of changes in the psycho-educational and sociopolitical perspectives and in attitudes to self-determination in contemporary Poland.

Purpose: The aim of this study was to explore nursing students’ perceptions of autonomy. Material and Methods: 11 participants were interviewed twice at the beginning and the end of a Diploma/BSc Nursing course designed for graduates coming to study nursing. Interpretative Phenomenological Analysis was used for data collection and analysis. Results: Three major themes were indentified and are discussed in context of the existing literature. The respondents tended to focus on their transition from student to becoming professional nurse. Conclusion: Educators must aim to provide a safe learning environment which is satisfying, promotes autonomous functioning and encourages self governance and personal development for students, as only then will nursing become truly autonomous profession.

A new system of school evaluation was implemented in Poland in 2009. It consists of two elements: self-evaluation (conducted by teams of teachers) and external evaluation (conducted by inspectors trained in evaluation). This way of evaluation reflects not only autonomous and engaged evaluation but also dissociated and unbiased external evaluation. Its final product – a report written by a team of inspectors – is a mixture of voices and interests analysed through several standards imposed by the state. On the theoretical level we treat the school inspections system in a way similar to Harold Garfinkel’s famous analysis of hospital documentation as a consequence of negotiation between a patient and a hospital (2007). We had to understand above all the discursive level of the text to be able to highlight different layers of this re-interpreted auto-interpretation, in particular a differentiation of voices of diverse, and often conflicted groups (teachers, students and their parents and establishing entities). Then we paid attention to the future. For the future it is possible to consider three different scenarios (based on multidimensional analysis) that can be described through the metaphors of guard, guide and partner. We then tested these three models using data gathered in the external evaluation and post-evaluation.

Unmanned Aircraft Systems are continuously delivering new and enhanced battlefi eld capabilities to the military sphere. While the demand for unmanned systems remains at a relatively high level, it is expected that a number of operational and technological factors will further influence unmanned program development in the nearest future. The purpose of this paper is to articulate a vision for the continued development of unmanned systems technology across military applications. This article establishes a technological and an operational vision for the next 25 years and outlines actions and technologies for military experts and industry to pursue to efficiently align with this vision.

Academic culture is a set of rules (norms and values) regulating the institution of the university. The central component of academic culture is autonomy both in the sense of independence from external interference and the capacity to decide on research, teaching and organization of the university. Autonomy is endangered by the interference in academic culture of other cultural complexes characteristic for modern society: corporate culture, business culture, bureaucratic culture, financial culture, consumer culture. The resulting cultural clash is the reason for current crisis of the university. The defense of autonomy is the ethical and professional duty of scholars.

Amartya K. Sen is criticised for a modification of mainstream rational choice theory by an introduction of the commitment concept. This kind of modification sometimes is treated as a mistake. This article attempts to interpret the Amartya Sen’s concept of rationality. The means to this end will be an analysis of the ways of explanation of socalled Sen’s mistake. Three critical approaches to Sen’s concept of rationality made by Philip Pettit, Daniel Hausman and Geoffrey Brenan will be examined. In conclusion Sen’s concept of rationality, which includes the concept of commitment, should be interpreted as an approach which provides a subject with an autonomous expression of oneself, agency, responsibility and skills of critical thinking.

The aim of this paper is to highlight specific features related to the performance of public duties by local self-governments, focusing on their autonomy. Hence, it is essential that the conceptual boundaries of such notions as ‘public duties’ and duties associated with ‘public services’ are established at the outset. The current lack of clarity contributes to the complexity of the issue, and this is further complicated by a lack of clear legal regulations which would explicitly define the acceptable way in which public duties assigned to local self-governments are to be implemented. These issues suffice to explain the choice of the topic tackled in this study. Admittedly, it will not provide answers to all the problems associated with the public utility services which fall within the scope of the public duties discharged by particular local self-government units: gmina (municipality/commune), powiat (county), or województwo (voivodeship). However, it may form the basis for further research to be conducted in this field. Therefore, within the framework of this paper, issues related to local self-governments, their autonomy, and the concepts of ‘public duties’ and ‘duties in the field of public utility’ will be discussed. These issues are important, as they are inextricable from the decentralization of public authority, which consists in assigning numerous public duties to be fulfilled by local self-governments.

This paper studies the transactional distance between the students and the tutor as well as the autonomy of students in a postgraduate course of the Hellenic Open University (HOU). The aim of the paper is to examine how the relation between autonomy and transactional distance evolves during an academic year and how this relation is affected by demographic parameters, such as gender, age group and student experience (year of studies). For this purpose an empirical research was conducted and a sample of postgraduate students responded to a questionnaire (which included a scale for transactional distance, a scale for autonomy and demographic questions) during two different time periods within an academic (2012-2013). The results of the statistical analysis showed that during the evolution of the learning process there was a small change in transactional distance, especially for the dimension of co-understanding, while there was also a change in one of the dimensions of autonomy, namely sensitivity to others. However, no relation was observed between transactional distance and autonomy, ether in the first or the second measurement during the academic year. This finding is also regarded in the overall framework of the different critiques and interpretations of Moore’s theory.

For over twenty years in Silesia the propaganda and organizational campaigns under the banner of autonomy have been intensified. Admittedly, the influences of such organizations as the Silesian Autonomy Movement (Ruch Autonomii Śląska) or Association of People of the Silesian Nationality (Związek Ludności Narodowości Śląskiej) are small, but the idea of the autonomy of Silesia wins more and more followers. The increasing number of participants of various campaigns, public gatherings, marches organized by these associations have all proved it. The leader of the Silesian Autonomy Movement (Ruch Autonomii Śląska) puts a strategy into action entitled “Autonomy 2020” which, among other things, strives to create League of Regions in Poland organizing in Poznan in 2012 a conference for the followers of autonomy, and a demonstration - the March of Regions - in Warsaw in 2015. Then, their referendum campaigns will start. They are supposed to focus on both constitutional amendments and coming into effect of the Organic Silesian Province Status in 2020 which will define the principles of autonomy.

The author of the paper tries to show that general pedagogy has its philosophical distinction, e.g., comparing to philosophy of education. Johann Friedrich Herbart’s essay On the Dark Side of Pedagogy is an important point of reference in the analysis. Starting from the essay, the author justifies the necessity of an approach to general pedagogy with its most important goal, i.e., defining the basic pedagogical thought. The thought is “basic” as it combines theoretical and practical knowledge on education and has to be defined over and over again, and not because without it education cannot be imagined. The history of philosophy is full of evidence that education can be “deduced” even from the theories that have nothing in common with education.

The subject matter of this article is impartiality. It is addressed in the context of the rule of law and a democratic state legislature’s intent for judiciary to play a certain role. Therefore, this article focuses on a theory that the legislature aims for the impartiality to be both the court’s (as an institution) and the judge’s, (as a person) feature. The author points to a similar meaning of the notions: autonomy, independence and impartiality. Many factors can infl uence a proper understanding of those terms. Furthermore, the article focuses on the importance of impartiality for building and enhancing the public’s trust in the judiciary. This analysis touches on the impartiality as an unbiased decision as well as the impartial decision-making procedure. Another aspect discussed in this essay is building the public’s confi dence in the judiciary’s impartiality. It’s one issue to respect the procedural impartiality safeguards and another one to create a social perception of the court’s impartiality.
