The present study investigates the washback effects of handouts on the teaching and learning process in the higher education institutions of Ethiopia, particularly in Adama University. A descriptive survey and analytical research methods were employed in the present study. The subjects of the study included instructors and some selected students of the university. A questionnaire, an interview, a document and content analysis were employed to collect data. The data were analysed using quantitative and qualitative approaches. The data collected through close-ended items of the questionnaire were analysed quantitatively using a chi-square. Whereas the data collected via some interview guides and some items of the questionnaire were analysed using percentage. Besides, the qualitative data gathered via open-ended items of the questionnaire, some items of the interview, content and document analysis were analysed qualitatively. The research results revealed that the way handouts are being prepared and used in higher education institutions of Ethiopia does not encourage active and independent learning. Some recommendations which are deemed crucial for alleviating the problem are suggested.

This article explores the importance of motivating factors for the international mobility of undergraduate students who participated in a mobility programme and completed part of their studies at selected higher education institutions. The empirical research was conducted on a population of 3,539 mobile undergraduate students, who took part in mobility programmes between 2006 and 2011 at three selected higher education institutions in three different European countries (1 - Germany: Duale Hochschule Baden‑Württemberg Karlsruhe, 2 - Norway: University of Tromsø, 3 - Slovenia: University of Primorska, Faculty of Management). The purpose of this article is to present the underlying motivating factors in relation to the selected institution on a sample of 288 undergraduate students during the period studied. On the basis of these findings, we came to the conclusion that most of the students participated in students’ mobility programmes especially to gain international study and life experiences. Furthermore, we established a statistically significant difference in the duration of a mobility period in connection with gender and the satisfaction with the mobility programme.

The paper depicts the new challenges facing higher education institutions in Ukraine in the context of necessity of developing proper intercultural knowledge, skills, and competences of contemporary graduates. It also provides the background for the increasing role of higher education in respect of enhancing intercultural learning. The paper emphasizes the importance of introducing changes in curriculum design, improvement of teaching qualifications, and growing students’ intercultural socialization. Finally the paper proposes some recommendations for achieving positive transformations of higher education in Ukraine in regards of addressing the challenges of modern pluralistic society.

A Deputy does not have to inform the Marshal of the Sejm about an intention of being employed as an assistant professor in a higher education institution, because it is a creative activity of an individual nature. Such obligation would exist if a Deputy had to perform additional responsibilities (apart from a pure academic or didactic work). In such case a Deputy would lose the right to receive a salary. However, s/he could apply for a partial salary – in the sum equal to the difference between a full Deputy’s salary and an additional one (received as a result of an additional employment).

The article presents proposals for a university management model supporting the process of strategic management at a university. The proposed model is based on the use of multi-criteria methods such as the 0–10 technique, object ranking, and optimisation methods – linear programming. The proposed solution integrates ranking and optimisation methods, the use of which may be helpful in the hands of managers in making management decisions. The proposed approach may also be helpful in developing a strategic scorecard, especially in the stage of formulating goals. It also enables the optimal selection of goals with the existing time constraints for the implementation of the strategy. The article presents a proposal for the use of the strategy implementation model and an example of its use. The strengths and weaknesses of the model were also indicated.

In the article the problem of the nature of the social responsibility of the higher education institution is being raised. Discussed are considerations and benefits which this kind of the activity can bring to the institution, as well as barriers which are standing in the way of its realization. We connect the concept of social responsibility with the image activity of the higher education institution, emphasizing its way of communicating with stakeholders. The purposes of the article are as follows: - describing the nature of the social responsibility of higher education institutions, taking into consideration its stakeholders and developmental tendencies; - pointing to the the association between the social responsibility and the image of the higher education institution and the description of fundamentals and tools for creating its image; - proposals concerning the area of responsibility of the social higher education institution.

W artykule podnoszony jest problem istoty społecznej odpowiedzialności szkoły wyższej. Omawiane są uwarunkowania oraz korzyści, jakie ten rodzaj aktywności może szkole przynieść, a także bariery, jakie stoją na przeszkodzie jej realizacji. Koncepcję społecznej odpowiedzialności wiążemy z działalnością wizerunkową szkoły wyższej, podkreślając sposób jej komunikowania się z interesariuszami. Cele artykułu są następujące: • przedstawienie istoty odpowiedzialności społecznej szkół wyższych, biorąc pod uwagę jej interesariuszy i tendencje rozwojowe; • zwrócenie uwagi na związek między odpowiedzialnością społeczną a wizerunkiem szkoły wyższej oraz opis podstawowych zasad i narzędzi kształtowania wizerunku; • propozycje dotyczące zakresu odpowiedzialności społecznej szkoły wyższej.

Nowadays in public institutions environment there are appearing new law restrictions, among them the Ministerial Public Finance Act, according to which public institutions have to lead the risk management process [Winiarska, Postuła 2012]. The aim of this process is to deliver information needed for decision making [Widener 2007] in those units who act their role through tasks in the area of public security [Wieteska-Rosiak 2011], health protection, education [Burnett 2007]. This is connected with building the awareness that risk, understood as all situations that may takes place in institutions with a specific probability [Asel 2009], as well, as situations, which are estimated to involve a threat [Rosa 1998]. It is combined with all the activities of the institution [Ochmańska, Jarząbek 2012]. In this article, the author presented the risk management process in purposefully selected public higher education institution [Huber 2009] from Łódź Region. The aim of the article is to present the process and supplement it with the author’s own study results. The research was funded from NCN fund (DEC-2012/07/N/HS4/00274).

Based on the study of progressive foreign experience the innovative model of talent management in higher education institution is developed in the article, which includes task, conceptual, content, procedural, and evaluative components. The essence of the concept “talent management” in foreign scientific and educational discourse is revealed. The conceptual component contains the original provisions relating to talent management as innovative activities of higher education institutions, namely: methodological approaches, general and specific principles of staff management. In the framework of the content component the content of the talent management process at the university is disclosed, which covers the blocks-directions oriented at the formation of professional, personal and behavioral components of leadership in pedagogical personnel of higher educational establishments. The procedural component of the model provides a mapping of the systemic nature of talent management process in higher education institution. In the frames of the procedural component the stages of talent management process, which effectiveness depends on a number of organizational and pedagogical conditions, are identified, including: creating in the higher education institution the environment, which is favorable for professional development of all staff; forming organizational culture of the university; developing clear and transparent strategies to retain and encourage talent at the higher education institution. Evaluative component allows to define criteria and indicators and to determine the results of the talent management process in the higher education institution. The progressive conceptual ideas of foreign experience that can be used in the practice of Ukrainian universities are defined, namely: creation of human resources departments at every Ukrainian university; development of human resources management policies, which must include strategies for talent management; creation and implementation of programs for talent management/professional development aimed at training highly skilled workers of different levels.

Integrated management systems in enterprises are of interest to researchers, but at higher education institutions (HEIs) this issue has not been the subject of in-depth research to date. The main purpose of this article is to explore the integration process of standardized management systems (MS), namely quality MS (compliant with ISO 9001), environmental MS (ISO 14001) and energy MS (ISO 50001) at HEIs. The objectives are: (1) examining the reasons for integrating standardized MSs at HEIs, and (2) identifying the stages of the standardized MS integration process at HEIs corresponding to the Plan-Do-Check-Act (PDCA) cycle. To achieve this goal, a case study research strategy was adopted. One case, namely the University of Applied Sciences in Nysa, Poland, was analyzed. Multiple sources were used to obtain the data, and these were documentation, archives, interviews and participant observations. It was concluded that the main reason why the authorities of the analyzed HEI made the decision to integrate quality, environmental and energy MSs was to improve the university’s performance. This research made it possible to identify activities carried out at the HEI in the process of MS integration which correspond to all stages of the PDCA cycle.

This article analyses the methodological essence of the definition of “pedagogical condition” and “legal competence”. The essence of the phenomenon of “legal competence” of junior bachelor in the field of humanities of higher educational institutions is clarified and scientifically proved. The content of the concept “legal competence” is revealed; the basic components of legal competence (axiological, cognitive, humanitarian, acmeological, empirical) are revealed; the efficiency of pedagogical conditions in forming the legal competence of junior bachelors of higher education institutions is scientifically proved. It has been established that higher education institutions in the humanities provide a specialist with a “junior bachelor” degree with certain knowledge, skills and abilities of a legal orientation, which forms legal competence during certain pedagogical conditions. The article also presents the most effective pedagogical conditions designed to develop legal competence in junior bachelors of higher education, namely: organisation of education aimed at stimulating positive motivation for professional activity of specialists of education and qualification level of a junior bachelor; reflection in the content of professional disciplines of the specificity and originality of integration of legal knowledge with the disciplines of the humanities cycle; directing undergraduate self-study to develop self- -reflection skills and an understanding of the role of research work and varied practice in it; encouraging undergraduate students to volunteer. The pedagogical model of legal competence formation for junior bachelors in the humanities contains four blocks: purposeful, content, operation-activity and evaluation-result. It has been found that to successfully develop students’ legal competence, it is necessary to create pedagogical conditions in a higher education institution for teachers to use innovative methods and techniques (research methods, projects, cases, debates, presentations, etc.). It is precisely innovative teaching methods that effectively contribute to the quality of education by developing the creative abilities of individuals. According to the results of the empirical research method, it was found that the effective forms, methods and means of implementing the pedagogical conditions of junior bachelors in higher education was the organisation of independent and scientific work.

The article substantiates the relevance of the problem of implementation of interactive teaching methods in the process of future teacher’s distance (mixed) training in higher education institutions. The theoretical aspects of the outlined problem are covered through the analysis of the content of the main concepts: interactive technologies, dialogue, educational dialogue, distance education, etc. Considerable attention is paid to the presentation of the philosophical and didactic principles of future teacher training to use interactive technologies (in particular, the principles of humanism, anthropological perspective, nature conformity, educational feedback interaction, pedagogical optimism, scientific organisation of the educational dialogue, the communicative orientation of teaching, speech ethics, modelling problem situations in education. Some types of interactive learning are presented and recommended for working with students in teaching socio-humanitarian, natural science, and math disciplines. The necessity to develop future teachers’ communicative activity, critical thinking, and team interaction to conduct constructive dialogues, considering the realities of online and offline learning, is emphasised.

The social and economic development of a country is related to the quality and conditions of the work of teachers, as evidenced by the examples of the most developed countries of the Organisation for Economic Co-operation and Development (Finland, Ireland). The best educational systems provide, apart from individual approach to students, the high quality of education for candidates for teachers, and care taken for recruiting the best of them. While in Poland, the effectiveness of the system for educating teachers and their professional development is not monitored nor evaluated. Their predispositions are not examined during recruitment for studies, and neither are their attitudes and progress during education.

The article analyzed the content of Art. 227 part 2 of the polish Higher Education Law (from 27 July 2005). In accordance with this rule the rector determines the university area in consultation with the competent authority of local government. There were indicated numerous ambiguities associated with the application of this rule as well as his implications on the field of administrative, civil and criminal law. It proposed several methods for determining the university area. It was also found de lege lata that if the university area designations are within the territory of more than one municipality, the right solution seems to be agreement between rector and the council of each of these municipalities individually. If the subject would exceed the capacity of the municipality (or municipalities) authorities, then, according to the principle of subsidiarity, district would be appropriate unit of local government, followed by the voivodeship.

Integration of educational processes is fundamental to the modern learning paradigm. It is based on the critical approach to vocational training and gives students an opportunity to prepare well for their future professional life. Ability to solve complex problems is key and knowledge integration is central to the successful development of an independent learner. Research shows that the mastery of a specialist is directly dependent on their ability to solve complex problems. This, in turn, is highly reliant on the ability to apply knowledge to solving interdisciplinary problems. The presented article shows that integrated knowledge is both more encompassing and succinct at the same time. It comprises specific educational problems, the solution of which aids the development of professional competence and optimizes the educational process.

In the article the need for checking the usefulness and significance of educational content has been justified. Theoretical considerations have been completed by evaluating the usefulness/ significance of the educational content being taught within the subject „distance education” which has been run since 2004 at University of Rzeszow for students of technical and information technology specialization. The conducted studies on sample of 64 students (twice) and 53 graduates of studies show the high usefulness\significance of the current content that increases with acquiring knowledge in this field of education, and with the deepening of professional experience. Respondents, at the same high level, gave their opinion on the theoretical and practical content. The feedback from the research may be used for selection of the educational content at higher education institution

The design and the implementation of the development strategy at public higher education institutions This article focuses on identification of the model approach to designing and implementing a development strategy in a higher education institution. The main reason for taking up the topic of formulating and implementing development strategies in higher education institutions is the growing demand for developing a model of designing and implementing strategies in entities of this type. Higher education institutions are specific organizations, therefore it is not possible to apply methods of the strategic analysis, which were designed mainly for creating strategies of enterprises, in the direct way. The aim of the article is to emphasize the role of the strategic thinking in the context of the management of a higher education institution. Moreover, it is in this article on the basis of the GUS data that the information on higher education institutions, academic staff and students was summarized. It is in the study that the method of document analysis was applied. The structure according to forms, types of higher education institutions and numbers of students were analysed. The evaluation of discussed changes of discussed parameters over time was carried out.

Projektowanie i implementacja strategii rozwoju w publicznych szkołach wyższych Artykuł koncentruje się na wskazaniu modelowego ujęcia procesu projektowania i wdrażania strategii rozwoju w uczelni wyższej. Zasadniczą przesłanką podjęcia tematu dotyczącego formułowania i implementacji strategii rozwoju w szkołach wyższych jest rosnące zapotrzebowanie ze strony uczelni na opracowanie modelu projektowania i wdrażania strategii w tego typu podmiotach. Uczelnia wyższa jest specyficzną organizacją, dlatego nie można w sposób bezpośredni zastosować metod analizy strategicznej, które zostały zaprojektowane głównie z myślą o budowaniu strategii przedsiębiorstw. Celem artykułu jest uwypuklenie roli myślenia strategicznego w kontekście zarządzania szkołą wyższą. Ponadto w artykule, na podstawie danych GUS, zestawiono informacje o uczelniach, kadrze akademickiej i studentach. W opracowaniu wykorzystano metodę analizy dokumentów. Analizie poddano strukturę uczelni według form, typu uczelni oraz liczby studentów. Dokonana została ocena zmian w czasie omawianych parametrów.

The article reveals the development of the legal status of participants of the pedagogical process in the higher school on the territory of Ukraine at the beginning of the XX century. A number of duties of the teacher of higher school, relevant for the teaching staff of the Russian and Austrian empires are distinguished, in particular: to have the corresponding scientific degree and professional qualification; to realize the high social mission of the scientist, to be the leader of the national (state) policy in the field of higher education, to take an active part in the life of the higher education institution and to be involved in the development of a strategy for the development of higher education; to provide the appropriate scientific and methodological level of teaching, to prepare articles, monographs, reviews, to conduct the guidance of dissertations of the applicants of scientific degrees; to care about professional self-improvement (foreign internships, conferences, work in scientific societies); to carry out an educational function among the population. The complex of rights, inherent for teachers of education institutions on the territory of Ukraine, is generalized, namely: academic (in the sense of the implementation of the freedom of teaching and scientific creativity), corporate (participation in meetings of collegial and advisory bodies), civil and political (freedom of speech and conscience, protection of own honor and dignity, the right to choose and be elected to bodies of state power and local government), the right of social protection (for decent wages, pension provision and sufficient life level).   It is proved that the stabilization of the legal personality of the teachers of the Russian Empire at the beginning of the XX century was not made possible by the strict censorship of teaching aids, the verification of “political trustworthiness” of the content of training courses and dissertations, vigilant police surveillance, etc. The list of duties and opportunities for students to realize academic, corporate, civil and political rights, social protection rights, peculiarities of emancipation processes in the student environment, successes and failures of youth in overcoming social, national, gender discrimination in the conditions of the Russian and Austrian empires are found out. The significance of positive and negative motivation for strengthening the legal status of student youth and ensuring versatile personality development are revealed.

Social encounters provide opportunities to learn social norms, adopt proper behaviors, and build knowledge and skills. Higher Education Institutions (HEIs) play a key role in socialization for the young within and beyond them. Students interact with their classmates and teachers in school, meet new colleagues at work, build and strengthen friendships in their free time, which enriches their chances for personal growth. Sport is one such pursuit that facilitates interaction. This text explores sport’s potential to develop HEI students’ foreign language and professional skills contributing to their personal growth. This study is part of a project conducted at a private university specializing in economic, management and business administration between 2016 and 2022 with Master’s degree students studying Business English. The Critical Incident Technique (CIT) was used to collect data in the form of written narratives analyzing varied memorable moments from the students’ interactions in English experienced during the course of their lives locally or abroad. 238 student analyses of CIs from diverse social situations and settings were collected and examined using a thematic analysis. Corresponding categories of the most significant agents of socialization creating valuable foreign language learning opportunities were identified. Of these, 6 % covered CIs from the context of sports. The data show that engaging in sporting activities not only contributes to students’ personal growth but also helps them build a professional skill set, including foreign language skills, crucial for succeeding in their academic and professional paths. Relevant recommendations for integrating sports in the HEIs programs, teaching, international cooperation and variety of extracurricular activities are provided.

Člověk se učí společenským normám, kultivuje své chování a získává klíčové znalosti i dovednosti prostřednictvím socializace. Prostředí terciálního vzdělávání a na něj navázané společenské sítě hrají v procesu socializace klíčovou roli. Studenti interagují se svými spolužáky a učiteli při studiu, spolupracují s kolegy na pracovišti, budují a posilují přátelství ve svém volném čase, což vytváří příležitosti pro jejich osobní růst. Data představená v tomto textu naznačují, že jednou z významných socializačních příležitostí u mladých studujících jsou také sportovní aktivity. Studie zkoumá potenciál sportování při rozvoji jazykových, komunikačních i měkkých dovedností u studentů vysokých škol. Pro účely tematické analýzy jsou využita svědectví studentů sdílená ve formě písemných narativů zaměřených na tzv. kritické události, které se v průběhu jejich životů odehrály při sportovních aktivitách v kontextu užívání cizích jazyků. Data ukazují, že zapojení do extrakurikulárních sportovních aktivit přispívá nejen k osobnímu růstu studentů, ale významně rozvíjí i široký soubor profesních dovedností, včetně jazykových a interkulturních kompetencí, klíčových pro úspěch v jejich akademické a následně profesní dráze. V závěru textu jsou popsána doporučení pro integraci sportovních aktivit jako nedílné součásti programů terciálního vzdělávání, včetně iniciativ mezinárodní spolupráce a internacionalizace.

It is noted that during the period of radical socio-political and economic transformations, higher education acts as the main factor determining the level of economic and social development of society. The problem of higher education is outlined, taking into account the demands of the labor market, and also focusing on supporting small and medium enterprises It is emphasized that business and higher education exist under the same conditions of dynamic transformation and transformation of society, therefore they have to adapt to real conditions of existence where the best adaptation is certified by non-state higher education institutions that are more flexible and mobile, and it is thanks to it a contradiction between the training of specialists and the demand for them in the labor market is mitigated. The strategic, long-term and short-term tasks of institutions of higher education, as well as the means of their solution, are defined. It was emphasized that the main priorities are based not on the simple accumulation of knowledge, but on the training of graduates for independent living and the ability to organize their jobs, and therefore there is a need to move from curriculum to educational programs. The peculiarities of the system of higher education in Ukraine, as well as the advantages of private institutions of higher education in view of the intensification of competition in the market of educational services, are determined. It is substantiated that ensuring the high quality of education in accordance with the requirements of state standards should be carried out taking into account national priorities. It was emphasized that the development of an effective marketing strategy by educational institutions should be based on a classic strategic planning algorithm taking into account the specifics of educational services. The stages of the strategic marketing planning process of the educational institution are considered and analyzed. The factors that need to be taken into account to ensure the quality of the marketing plan are identified. It is emphasized that among the set of marketing mix elements for educational services, the main place belongs to marketing communications, which perform informative, popularization and image functions. It is proved that all marketing communications means of higher education institutions are characterized by their own peculiarities and at the same time are closely interrelated, therefore such integration of marketing communications allows to form a clear, consistent and convincing understanding of the image of the higher education institution and its services. It is substantiated that for the effective functioning of educational institutions, taking into account the situation not only in the domestic, but also in the foreign market of educational services, the complex use of the means of marketing communications is important and its features are outlined. It has been established that in the context of the crisis situation in Ukraine, the essential tool of marketing communications are exhibitions, which provide the opportunity for personal contact with future consumers of educational services and interested persons. The essence of the educational exhibition is determined and the advantages of using exhibitions are substantiated.
