National Firefighting and Rescue System (NFRS) has been created to protect population, property and environment within the territory of the Republic of Poland by the following activities: extinguishing fires, fighting against the local threats, chemical and ecological rescue operations, technical rescue operations and first medical aid. NFRS, as an integral part of the internal security system of the country, is financed by the Government. The Chief Commandant of the State Fire Service is the central body of the state administration responsible for organization and managing the NFRS. The system operates on three administrative levels corresponding with the administrative structure of the country: district (main executive level, where interventions are carried out by the district’s resources), regional (coordination and assistance to the rescue operations when resources in the district are insufficient) and national (rescue operations assistance and coordination when resources in the region are insufficient). The main purpose of this article is to present : tasks performed by the NFRS (National Firefighting and Rescue System), functioning of the system at three levels (district, regional and national), cooperation of the NFRS with subjects like Police, Border Guard, units of Voluntary Fire Brigade and many others.

Гражданский бюджет это форма прямой демократии, которая в Польше становится все более популярной и используется во многих подразделениях местного самоуправления. Цель этой статьи будет с одной стороны приблизить сущность классического гражданского бюджета и этапов его реализации, а с другой стороны – проанализировать функционирование этой формы прямой демократии в Польше (в основном на примере гражданского бюджета малопольского воеводства) и указать причины, по которым этот инструмент можно рассматривать как своего рода социальную консультацию а не гражданский бюджет.

A participatory budgeting is a form of direct democracy, which in Poland has been gaining more and more popularity and is used in many local government units. The purpose of this article is, on one hand, to present the issue of a classic participatory budgeting, on the other hand to analyse the functioning of this form of direct democracy in Poland (especially the participatory budgeting of Lesser Poland province) and to indicate the reasons for which this tool might be rather regarded as a kind of consultation than participatory budgeting.

One of the signatory states of the European Charter of Local Self-Government is the Republic of Malta, where local self-government was introduced by the Local Councils Act of 30 June 1993. The Monitoring Committee's post-audit report argued that the Maltese government violates the Charter because the local self-government units are not fully financially independent. The Committee also called for giving local councils additional responsibilities, as well as the ability to raise money from local taxes and fees.

Jednym z państw-sygnatariuszy Europejskiej Karty Samorządu Lokalnego jest Republika Malty, w której samorząd terytorialny wprowadzono na mocy ustawy z dnia 30 czerwca 1993 roku o radach lokalnych. W raporcie pokontrolnym Komitetu Monitorującego podniesiono, że samorząd maltański narusza postanowienia Karty, ponieważ jednostki samorządowe nie są w pełni niezależne finansowo. Komitet postulował także przekazanie radom lokalnych dodatkowych zadań, a także możliwości pozyskiwania środków finansowych z podatków i opłat lokalnych.

The local government in the Republic of Malta is a young institution which was established in 1993. Until 2019, Malta’s local government comprised one tier and its basis was the municipality. Since 2019, it hasa two-tier structure and the units of territorial division are the region and the municipality. Even though successive local government reforms increased the powers of the local authorities, the scope of their tasksis not very extensive. A major problem is also the local government’s financial dependence on central authorities. None theless, an analysis of changes introduced to date through successive amendments and reforms allows a conclusion that the actions which are under taken mean changes in a good direction which will be continued.
