The author of the article puts forward a thesis that the economic, social and political conditions at the time of perestroika and, then, in the first period of the Russian Federation were not conducive to the emergence of democracy. In the author’s opinion, this state of affairs is due to poorly carried out economic reforms, weaknesses of systemic institutions, and the lack of consensus among the elites. High levels of public inertia turned out to be essential as well, especially after the failed perestroika reforms and the collapse of the state. The international environment initially supported Gorbachev’s perestroika, albeit mainly verbally. However, after Yeltsin and his team violated democratic standards, this support was ineffective in promoting democratization processes in Russia.

W artykule autorka stawia tezę, że w latach pieriestrojki, a następnie pierwszego etapu istnienia Federacji Rosyjskiej, nie zaistniały warunki gospodarcze, społeczne i polityczne dla budowy demokracji. Przyczyny tego stanu rzeczy autorka upatruje w źle przeprowadzonych reformach ekonomicznych, słabości instytucji systemowych, braku konsensusu elit. Istotny, okazał się wysoki poziom inercji społeczeństwa, zwłaszcza po nieudanych reformach pieriestrojki i rozpadzie państwa. Otoczenie międzynarodowe początkowo wspierało, głównie deklaratywnie pieriestrojkę Gorbaczowa, jednakże w wyniku naruszania standardów demokracji przez Jelcyna i jego ekipę, nie sprzyjało w sposób efektywny, procesom demokratyzacyjnym w tym państwie.

The author characterizes the reforms of the nineteenth century Russia. She particularly emphasizes the reformist activities of Mikhail Speranski, as well as the so-called great reforms of the 60s and 70s, with a special role of the libertarian and enfranchisement reform (1861). An important period of reforming the economic and political system of Russia fell on the period of reforms carried out by Sergei Witte and Peter Stolypin. However, as the author shows, the reform efforts in the period in question were generally overdue and did not contribute to the stabilization of the state system, but to its destabilization.

Autorka charakteryzuje reformy XIX w., w tym szczególnie podkreśla reformatorskie działania M. Sperańskiego, jak również tzw. wielkie reformy lat 60. i 70., ze szczególną rolą reformy wolnościowej i uwłaszczeniowej (1861). Ważny okres reformowania systemu gospodarczego i politycznego Rosji przypadł na okres reform przeprowadzanych przez S. Wittego i P. Stołypina. Jednakże, jak wykazuje autorka, działania reformatorskie w omawianym okresie były zasadniczo spóźnione i nie przyczyniły się do stabilizacji systemu państwa, a do jego destabilizacji.

The meaning of dialogue can differ. In a very narrow sense it is defined as a reciprocal conversation between two or more persons. However from scientific point of view it should be first of all understood as an universal value, one of the most important premises for social actions. Dialogue should be than seen either as a form of bilateral or multilateral relations on global or regional scale or as a method of reaching political decisions inside the political system, functioning as a stabilizing factor. A constructive dialogue is constituted by three basic rules: rule of mutual understanding; rule of mutual respect; rule of integrity of each side’s convictions and behavior. Coexistence of these aspects creates practical mechanisms for solving problems of human condition, civilization threats and social and cultural conflicts in a globalized world.
