The existence and activity of opposing relationships and dependencies between the determinants that strengthen and weaken the economic security of the state requires, from the point of view of new institutional economics, considering a number of dilemmas related to their management. This has led the author to analyse the problem described by the title. The paper focuses on determining the essence of state economic security management. While identifying and characterising the said management, it is use- ful to identify the institutional paradigm of economic security in the context of factors that benefit its development, but also among barriers to this development. This approach will allow identifying and characterising both the foundations of state economic security management and factors regulating the management of state security mechanisms.

Rozważania podjęte w artykule zostały skoncentrowane na identyfikacji sytuacji nadzwyczajnych jako generatorów sytuacji kryzysowych. Określono również pojęcie i przesłanki zaistnienia klęsk żywiołowych. Dokonano także wyróżnienia i charakterystyki ich rodzajów. Przedstawiono identyfikację i charakterystykę skutków żywiołowych zdarzeń nadzwyczajnych. Podjęto problem terroryzmu w kontekście sytuacji nadzwyczajnych. Oddzielną część rozważań stanowi problem ochrony ludności przed skutkami zdarzeń nadzwyczajnych.

Considerations undertaken in the article 'Natural disasters as rationale behind emergencies' were focused on identification of critical situations as factors leading to a state of emergency. The definition and rationale behind the state of emergency were defined. The type and features of such situations were described. The identification and characteristics of the effects of contingencies were analyzed. The problem of terrorism was also touched in the context of emergencies. A separate part was dedicated to the protection of people from the effects of contingency.

Zidentyfikowano oraz dokonano charakterystyki sytuacji kryzysowej jako obszaru działań ryzyka decyzyjnego. Dokonano charakterystyki kryzysu jako determinantu decyzji w warunkach ryzyka.
