Przedmiotem badań zrekapitulowanych w niniejszym artykule były społeczne oceny działalności wybranych instytucji bezpieczeństwa w latach 2010-2018. Analizie wtórnej poddano cykliczne badania Centrum Badania Opinii Społecznej (dalej CBOS) dotyczące oceny działalności tych instytucji publicznych, które można zaliczyć do katalogu instytucji zapewniających bezpieczeństwo. Przyjęto, że pośród regularnie badanych przez CBOS instytucji są to sądy, prokuratura, policja, wojsko, Centralne Biuro Antykorupcyjne (dalej CBA) oraz Krajowa Administracja Skarbowa/Służba Celna (dalej KAS/SC)1. Badaniom odnoszącym się do tych instytucji poświęcono poszczególne części artykułu. Przedmiotem refleksji były również korelacje zachodzące pomiędzy społeczną oceną działalności wybranych instytucji. Tym samym ostatnią część artykułu poświęcono analizie prowadzonej w obrębie zbiorów ocen „dobrze”, „źle” oraz „trudno powiedzieć”, które to oceny zostały wyrażone przez respondentów CBOS względem każdej z wyszczególnionych instytucji.

The subject of the research recapitulated in this article were the social evaluation of the activities of selected security institutions in 2010-2018. The subject of secondary analysis were periodic CBOS surveys concerning the evaluation of the activities of selected institutions providing security. The individual parts of the article have been devoted to research relating to these institutions. The subject of reflection were also the correlations between the social evaluation of the activities of selected institutions.

The article presents the most serious threats to the image of the Polish Army. The beginning of the research period was adopted in 2009 as the moment of starting the process of professionalization. It was a period in which missions outside the country were a particularly important threat to image. In the light of public opinion, nowadays the most serious threat is the partial politicization of the image of the army. After identifying the most serious image threats, the problem of researchers was formulated and expressed in the question: how people and institutions responsible for creating the image of the Polish Army should counteract to the most serious image threats? In this article, the recapitulated research was accompanied by the hypothesis that in order to counteract the most serious image threats, there should be an extension of civilian meaning and democratic control over the army. This control should include actions of state authorities protecting the military from the negative image-related effects of political decisions and ongoing political rivalry.

Celem artykułu jest identyfikacja i eksplantacja założeń polityki zagranicznej Rosji wobec tzw. bliskiej zagranicy. W części pierwszej przedstawione zostały najważniejsze teorie stosunków międzynarodowych, ze szczególnym uwzględnieniem realizmu. Kolejne części pokazują politykę Rosji wobec Czeczeni, Gruzji i Ukrainy – są to przykłady realizmu obecnego w rosyjskich działaniach. Objawił się on m.in. poprzez brak poszanowania dla uniwersalnych wartości oraz zasad prawa międzynarodowego, jak również sprowadzeniem polityki międzynarodowej do gry, w której liczą się tylko interesy realizowane za pomocą siły.

The aim of the article is to identify and explain Russia’s „near abroad” policy assumptions. The first part features major international relations theories, in which realism is taken into special consideration. Further parts show Russia’s policy towards Chechnya, Georgia and Ukraine as exam-ples of realism present in Russian actions, which has been manifested in lack of respecting universal values, not complying with international law and also treating international policy as a game where only interests of force are pursued.
