In the 2023 vision strategy, prepared by TUBITAK in Turkey, Information Technology (IT), areas have been designated for target countries and FATIH project started in 2010. In order to achieve the aimed goals, FATIH (Increasing Opportunities and Improving Technology Movement) project consists of five main components. These components establish hardware and software infrastructure, educational e-content preparation and management, effective use of IT in the curriculum, in-service training of teachers, conscious, reliable, manageable and quantifiable IT use. The first component identifies technical infrastructures of school. The second component was created for the provision of education al content which is Education Information Network (EIN). The third component considers training programs. The fourth and fifth components of the effective use of IT by teachers discuss the issue of conscious and reliable Internet use and plan information for the in-service training. This paper presents the first component of the FATIH project and discusses the current situation and future goals of the ongoing project.

Artykuł jest poświęcony kwestii możliwości redukcji kosztów związanych z infrastrukturą IT organizacji i ich funkcjonowaniem w kontekście wykorzystania przez nie modelu cloud computing, cieszącego się coraz większą popularnością. Artykuł składa się ze wstępu i pięciu części. W pierwszej została przedstawiona krótka analiza wydatków przeznaczanych przez współczesne organizacje na technologie informatyczne. Następnie zdefiniowano pojęcie cloud computing, przedstawiono podstawowe elementy tego podejścia oraz zaprezentowano najważniejsze przyczyny jego rozwoju. Kolejna cześć artykułu została poświęcona analizie różnych aspektów związanych z modelem cloud computing, mogących być źródłem redukcji kosztów. Przedostatnia część artykułu zawiera analizę perspektyw rozwoju i wykorzystania rozwiązań „chmurowych”. Uwzględniono w tym kontekście badania dotyczące sektora MŚP oraz przykłady związane z sektorem publicznym w Stanach Zjednoczonych. Końcowa cześć artykułu zawiera najważniejsze wnioski i konkluzje.

This paper is devoted to the issues concerning reduction of costs connected with IT infrastructure of organizations and their functioning in the context of the more and more popular cloud computing approach used by them. It is composed of five parts. In the first part, a short analysis of money allocated by contemporary organizations for information technology is presented. Next, the notion of cloud computing is defined and the basic elements of this approach are presented along with the most important reasons for its development. The next part is devoted to the analysis of various issues connected with the cloud computing approach which can be the source of the reduction of costs. The penultimate part of the paper contains an analysis of the prospects for the development and utilization of cloud solutions. The results of the research concerning SMEs and cases connected with the public sector are presented in this context. In the final part of the paper, the most significant conclusions and suggestions are offered.

W latach 80. XX wieku powstał również wydziałowy ośrodek obliczeniowy. Jest to też okres transformacji systemu zarządzania i okres rozwoju informatyki. Rozwój systemów i technologii informatycznej jest dość mocno skorelowany ze zmianami metod zarządzania i struktur organizacyjnych. Celem artykułu jest próba odpowiedzi na pytania: Jakim zmianom uległ system zarządzania, który musiał się dostosować się do coraz to powszechniejszego stosowania zarządzania projektowego i globalizacji zarządzania? Jakie w tym czasie nastąpiły zmiany w technologii informacyjnej?

The article is an analysis of the period of the last 35 years. The 1980–1984 period is the time when the Faculty of Management studies program changed as regards the application of informatics in management. In the 1980s, the computing center was also established. It was also a period of transformation of the management system and development of science. The development of systems and information technology is quite correlated with changes in management methods and organizational structures. This article attempts to answer the questions: What changes occurred in the system, which had to adapt to the increasingly widespread use of project management and management globalization? What changes occurred in information technology over that period?

Information Technology (IT) industry in Sri Lanka can be considered as one of the fast growing industrial sectors in current competitive, technological oriented and rapidly changing business environment. Generally, IT industry performance depends on knowledge management (KM) in firms in the industry. The concept of staff turnover (ST) has become as more important aspect in the context of knowledge management. As limited research studies are shown in literature about staff turnover and knowledge management in IT industry in Sri Lanka, this research explore the impact of staff turnover on knowledge management in IT companies in Sri Lanka. The survey method has been adopted using structured questionnaire in Likert scale to collect data. Respondents from different job categories and companies for the sample have been selected using stratified sampling method. After descriptive analysis of basic features of respondents of the survey, the causal relationship between staff turnover and knowledge management is analyzed using correlation analysis. The major finding emulating from the study is that there is a positive relationship between high staff turnover and weak knowledge management. Further, the study shows that organizational factors such as managerial style, lack of recognition, lack of competitive compensation system and toxic workplace environment significantly influence employee knowledge management. However, possible learning environment in the firm also directs employee turnover in IT industry in Sri Lanka.

W artykule zapoczątkowujemy dyskusję naukową na temat celowości oraz możliwości komputerowego wspomagania twórczości organizacyjnej.

The main purpose of this paper is to identify some links between organizational creativity, information technology and organizational performance. To address this purpose, such topics like: digital business strategy, dynamic capabilities of an organization and information technology were discussed. The result of this study is a proposal of a conceptual framework for IT-based organizational creativity support. This study starts a research debate on the desirability and possibilities of computer organizational creativity support.

Artykuł dotyczy stosunkowo nowego zagadnienia w rzeczywistości logistycznej, a mianowicie digitalizacji łańcuchów dostaw. Nieunikniony postęp technologiczny przy jednocześnie coraz trudniejszych warunkach prowadzenia działalności gospodarczej to kluczowe czynniki, które stymulują wzrost poziomu wykorzystania nowoczesnych narzędzi informatycznych do zarządzania zintegrowanymi w ramach łańcuchów ogniwami. Wizja Industry 4.0, a coraz częściej nawet Industry 5.0, uwypukla znaczenie technologii typu IIoT (ang. Industrial Internet of Things) oraz ICT (ang. Information and Communication Technologies). Celem artykułu jest przedstawienie istoty pojęcia inteligentnych łańcuchów dostaw, a także wskazanie możliwości i zakresu zastosowania przykładowych technologii informatycznych kształtujących i wspomagających zarządzanie tego typu łańcuchami. W artykule poza analizą teoretyczną wybranego zagadnienia zamieszczono przykład praktycznej implementacji systemu typu SCADA w firmie produkcyjnej. Opisano proces analizy wdrożeniowej systemu oraz zdefiniowano jego funkcjonalne zadania, w szczególności w zakresie usprawnień procesów logistycznych, a także wskazano kluczowe korzyści dla podmiotu stosującego system, jego dostawców i klientów.

The article discusses the process of digitalisation of the supply chains which is a relatively new issue in logistic reality. While the unavoidable technological progress makes operating a business increasingly difficult, it is also the key factor behind the development of modern it tools for management of integrated supply chains. Vision of Industry 4.0, and more recently Industry 5.0, highlight the importance of Industrial Internet of Things (IIoT) and ICT (Information and Communication Technologies). The aim of this article is to indicate how information technology may shape and support the supply chain management. Apart from theoretical analysis of the issue, the author provides an example of the practical implementation of a SCADA system in a production company. It is a tool that measurably improves both internal processes and positively influences the efficiency and effectiveness of the entire supply chain within which the described entity operates.

The article concerns the application of the lean IT conception to optimize business processes and organization’s IT infrastructure. The development of the lean manufacturing conception and its positive impact on the functioning of the company became the justification for the implementation of the lean principles and tools to all areas of the organizations including software engineering and information technology. The dynamic development of IT becomes both reason and opportunity for effective elimination of waste emerging in business processes. Analysis of trends and directions of IT development allow to advance a thesis that the rationalization and optimization of IT processes using the tools of lean IT will be a priority for the coming years.

W niniejszej pracy przyjęto tezę, że zarządzanie konfiguracją produktu technologii informacji jest problemem definiowania i rozwoju kontekstu decyzyjnego. W pracy zobrazowano przy użyciu diagramu architektury sys-temowej kontekst zarządzania konfiguracją produktową. Wizualizację modelu architektury wykonano przy użyciu oprogramowania ArchiMate.

Business information systems modelling aims at understanding the actual si-tuation in the analysed business organization as well as at the implementation of the in-formation technology, which fulfill the information requirements. Different methods, i.e., business process reengineering, e-business innovation and corporate architecture as a strategy are applied for that. Contextual model development is useful for improvement of work flows in an enterprise. Beyond that in requirement engineering domain, applica-tion of IT product configurators are accepted by individual users. In this paper, IT pro-duct configuration management is considered as a problem of defining and development of decision making context. Product configuration management context is visualised by the system architecture diagram in ArchiMate language.

The study examined copyright laws and information technology usage as factors influencing information services delivery in universities in Edo State. The research design employed was a descriptive survey. The population comprised 43 respondents. Considering the controllable size of the population, the total enumeration sampling technique was adopted. The instrument for data collection was a self-structured questionnaire, which was converted to a google online questionnaire form. It was administered to the respondents via the WhatsApp platforms. The data collected were analysed using descriptive statistics. The finding from the study revealed that copyright laws have a significant effect on information service delivery in these institutions. Similarly, it was also revealed that the use of information technology by library staff in information service delivery in universities libraries in Edo State is very high. The study also include recommendations and its limitations.

W badaniu zbadano prawa autorskie i wykorzystanie technologii informacyjnych jako czynników wpływających na świadczenie usług informacyjnych na uniwersytetach w stanie Edo. Zaprojektowane badanie wykorzystane w tym studium to projekt ankiety opisowej. Populacja badania obejmowała 43 respondentów. Biorąc pod uwagę możliwą do kontrolowania wielkość grupy, przyjęto technikę całkowitego losowania. Narzędziem do zbierania danych był samodzielnie ustrukturyzowany kwestionariusz, który został przekształcony w kwestionariusz online Google i został podany respondentom za pośrednictwem Whatsaap. Zebrane dane poddano analizie za pomocą statystyki opisowej. Wyniki badania ujawniły, że prawa autorskie mają znaczący wpływ na świadczenie usług informacyjnych w tych instytucjach. Podobnie ujawniono, że wykorzystanie technologii informacyjnych przez pracowników bibliotek w świadczeniu usług informacyjnych w bibliotekach uniwersyteckich w stanie Edo jest bardzo wysokie. Jednak badanie zwróciło uwagę na pewne szczególne wyzwania wpływające na świadczenie usług informacyjnych w tych instytucjach. Zawierają: niewystarczające zasilanie, niewystarczające finansowanie, słabe umiejętności w zakresie technologii informacyjno-komunikacyjnych (ICT) wśród użytkowników, niewystarczające zasoby wykwalifikowanej siły roboczej oraz brak programów szkoleń/rozwoju kariery dla pracowników bibliotek.

In der Studie wurden Urheberrechte und die Nutzung von Informationstechnologien als Einflussfaktoren auf die Erbringung von Informationsdienstleistungen an Universitäten im Bundesstaat Edo untersucht. Die angewandte Forschungsmethode in dieser Studie war eine deskriptive Umfrage. Die Befragtengruppe umfasste 43 Teilnehmer. Angesichts der kontrollierbaren Gruppengröße wurde die Methode des vollständigen Zufalls ausgewählt. Das Instrument zur Datensammlung war ein strukturierter Fragebogen, der in einen Online-Fragebogen auf Google umgewandelt und den Befragten über WhatsApp zur Verfügung gestellt wurde. Die gesammelten Daten wurden mittels deskriptiver Statistik analysiert. Die Ergebnisse der Studie zeigten, dass Urheberrechte einen signifikanten Einfluss auf die Erbringung von Informationsdienstleistungen in diesen Einrichtungen haben. Ebenso wurde festgestellt, dass die Nutzung von Informationstechnologien durch Bibliotheksmitarbeiter bei der Erbringung von Informationsdienstleistungen in den Universitätsbibliotheken im Bundesstaat Edo sehr hoch ist. Die Studie hat jedoch bestimmte spezielle Herausforderungen identifiziert, die sich auf die Erbringung von Informationsdienstleistungen in diesen Einrichtungen auswirken. Dazu gehören unzureichende Stromversorgung, unzureichende Finanzierung, geringe Kenntnisse in Informations- und Kommunikationstechnologien (ICT) bei den Nutzern, unzureichende qualifizierte Arbeitskräfte und ein Mangel an Schulungs- und Karriereentwicklungsprogrammen für Bibliotheksmitarbeiter.
