The article is an analysis of the local elections, from the perspective of the actors taking part in it. The study involved the election committees taking part in elections in 2006, 2010, and 2014. Exploration statistical data and results of the election was preceded by theoretical observations concerning the discussed issues. It outlines the legal basis for election to local government and made a typology of electoral committees, in accordance with the electoral laws in force during the specified election. It shows the level of participation of each type of election committees. In the analysis, the number of registered electoral committees, the number of candidates each gained votes and seats obtained. The model analyzes afflicting a number of key statistical data allowed to create a picture that revealed the definite advantage of election committees of political parties in electoral competition at the local government level. In addition, the cross-section analysis gave the word Stagnation scenery election, in respect of the entities competing election. The survey covered a national and provincial level. Data were analyzed in the whole country, as well as the division into 16 voivodeships. Information and data on issues taken taken from literature, existing normative acts and the data of the State Electoral Commission. We conducted a descriptive considerations of a comparative analysis using descriptive statistics methods.

Presentation of development directions of the Wałbrzych Agglomeration in the context of changes taking place in the area of logistics, including road infrastructure and its accompanying systems is the purpose of this publication. This article presents the results of a survey conducted among 22 territorial self-government units belonging to the Agglomeration. The questionnaire forms were addressed to employees of municipalities holding positions of: mayors, commune heads, their deputies, treasurers and secretaries. The agreement idea of local government units within the framework of the Wałbrzych Agglomeration is to solve problems together and search for integrated methods and development tools. In the course of the research, the authors sought an answer to the question: did the logistics infrastructure change over the last 10 years, and if so, how do they assess the investments undertaken in this area (in the opinion of the employees of territorial self-governments of the Wałbrzych Agglomeration)? This research question allowed the authors to focus on contemporary and future directions of the Wałbrzych Agglomeration development on which the currently implemented logistics processes have a significant impact.

In 1990, a decentralized local government system was introduced in Hungary. One of the main issues of the system was fragmentation at local level. This paper examines the attempts made by the central government to deal with this issue in the last thirty years. First, the study analyses the municipal splits and maps the dynamics, the reasons, and the environmental and political factors affecting these secessions. Second, it examines the government’s attempts at reform to reduce the effects of fragmentation. The paper argues that the Fidesz-KDNP electoral victory in 2010 was a milestone in the handling of territorial issues: municipal splits became virtually impossible with the new regulation of the secession process, and de facto territorial consolidation reform was carried out through alteration of the local electoral system and functional rescaling and merging of the mayors’ offices.

Despite the fact that investments of local self-governments has been subject of research and scientific discussions for a long time, the consistent terminological and methodical basis concerning scope, magnitude, dynamics of investments has not been worked out yet. The major aim of the author has been to analyze some of the above issues from the individual point of view. Inclination towards investment of local self-governments can be understood as purposeful decreasing in current consumption, including of the group of individuals, in aimed at increase in wealth in the future. The author proposes synthetic measurements of financial standing of local self-governments and measurements that enable assessment of inclination towards investment level.

The cooperation of local self-government with social and private entities is dependent on existent institutional order. The incoherence of formal and informal institutions could be a barrier of joint activities in local societies. The aim of the article is to present the basic institutional conditions of cooperation of local self-government, as well as the relations between that institutions and their influence of taking up, course and results of cooperation.

A nation's economic potential is always concentrated within cities. Polish cities were faced with quite radical changes in the last two decades. During this period, some cities saw losses of more and more citizens and were not ready to develop new economic approaches. Other cities were able to attract both people and businesses. The main objective of the article is to identify the changes in the economic position of Polish cities and the factors which were the driving forces behind them (including, in particular, the role of European integration). Results of the conducted regression analyses confirm that it is easier to identify “losing” factors (e.g. dependency on declining industry) than “winning” ones (as they are more individualized and more difficult to capture in statistical models).The availability of EU funds for local governments has been confirmed to be a significant factor explaining the changes in the economic position of Polish cities.

District authorities in the system of communal decentralization, known in many Italian cities as Consigli di circoscrizione (Cdc), were established between the end of the ‘70s and the early ‘80s make the local government closer to citizens and to promote, at the same time, the participation of the latter in the administration of the former. The set up of such district councils was also a move aiming to give real answers to the many questions raised by the urban social movements active in the big metropolitan areas of the Country. This article, starting from the results of some recent studies on the decentralization system within the Commune of Genova, is set to discuss the implications of the establishment and the evolution of Cdc for political parties as well as for citizens’ committees exerting pressure on local authorities. In other terms, it will describe the patterns of institutional and non-institutional political participation prompted by this new layout of local government, considered as an example of change in the political opportunity structure, trying also to verify if these two fields of participation may somehow overlap. With regard to the local case study, where a new system of nine decentralized organs called Municipi was set up in 2007, the following points will be discussed. First, what kind of political actors and what kind of lists participate in the elections to the bodies of the communal decentralization system. In more detail: are they civic or local lists (organized bottom-up) or organized by traditional political parties (top-down)? Second, what kind of relationships are set with these institutions by neighbourhood-based citizens’ committees that choose not to take part in elections at this level directly. Third, the sociographic profile and attitudes of the politicians elected to these bodies, trying to verify whether they are closer to the mainstream political class or, say, to neighbourhood volunteers

The Urban Institute (UI) worked with five cities in post-Soviet Kyrgyzstan to apply better management practices through the development of Strategic Land Management Plans. Kyrgyzstan transferred property to local governments, but municipal land management had remained poor owing to a proliferation of responsible agencies, lack of rule of law, corruption, and passiveness on the part of local governments. UI worked with local governments to make an inventory of municipal land, publicize the results, and develop a strategy that articulated principles for land management and an implementation plan. This led to several improvements including proper registration of parcels and proactive policies to lease and sell land through open competition. It also established a model for determining public policy that countered corruption and public deliberation of costs and benefits in the use of local assets. Donor involvement to promote good land legislation, the property registration system, and decentralization was also critical to success.

Urbanistikos institutas bendradarbiavo su penkiais posovietinės Kirgizijos miestais, kad, plėtodamas strateginės žemėtvarkos planus, įvestų geresnę vadybos praktiką. Kirgizijoje nuosavybė perduota vietos valdžiai, tačiau žemėtvarkos būklė savivaldybėse išliko vargana dėl atsakingų tarnybų gausos, įstatymų trūkumo, korupcijos ir vietos valdžios pasyvumo. Urbanistikos institutas bendradarbiavo su vietos valdžia, siekdamas inventorizuoti savivaldybių žemę, paskelbti rezultatus ir sukurti strategiją, pabrėžiančią žemėtvarkos principus ir įgyvendinimo planą. Tai leido kai ką patobulinti, įskaitant deramą sklypų registravimą ir aktyvią žemės nuomos bei pardavimo per atvirus konkursus politiką. Be to, sudarytas modelis, nustatantis viešąją politiką, kovojančią su korupcija, ir viešus sąnaudų ir naudos svarstymus naudojant vietinį turtą. Prie gerų žemės įstatymų, nuosavybės registravimo sistemos ir decentralizacijos sėkmingo propagavimo daug prisidėjo ir rėmėjai.

Effective management in organizational units of the municipality depends on many factors. These units perform mainly tasks of public utility. The main function of these services is ongoing and continuous fulfilling collective needs of the population through the provision of public services. Local authorities and the administration should take such actions and to organize these services so that they are provided at affordable prices.

Inceasing scope of tasks assigned to local self-governments and limited financial resources for disposal create necessity to use external financial sources that enable fulfillment especially of investment tasks. Rating is one of the tools that increase reliability of a given local self-government. Credit rating given to a private or public entity by a respected rating agency leads to increase in bigger trust on financial markets and high rating may increase the basis of potential investors. The national valuation of debt issuance and its verification in comparison to the one made by offering organizer is also made by means of rating.

The problem of poverty in Poland is increasing in recent years, and responsible for performing most tasks in the field of social assistance units of local self-government are now themselves facing financial difficulties. This study is devoted to the analysis of the volume of spending on social assistance of local government in Poland, taking into account the factors that determine them, i.e. the rate of unemployment, poverty and richness of local government units.

Financing is the main challenge for development of investments of local governments entities in Poland. The aim of the paper is analysis of the sources of investment expenditures financing of local governments of Silesian voivodship with special focus paid on nonrepayable sources. The period of analysis spans from 2006 to 2011. The research was based on data provided by Regional Chamber of Audit (Regionalna Izba Obrachunkowa) in Katowice. The results indicate that the structure of investment expenditiures of particular types of local governments was diversified during the analysed period

The subject of this consideration is the validity of existence and functioning of the direct mechanisms responsible for political decisions which are manifested in the process of the civic initiative - the most popular form of civic participation defined as the citizens' share in making decisions by the authorities. The goal of this work is to answer the question about the role and perspective of the civic initiative's progress as a tool of the citizens' effect on the decisions considering placing the wherewithal on the specific local investments. The issue of the civic participation, its mechanisms and the principles of its action presented in this project is discussed on the example of Radom city. (original abstract)

Ustawodawca przypisał wieloletniej prognozie finansowanej funkcję wiodącą, która powinna nadawać pewien schemat rocznemu budżetowi samorządowemu. Nadrzędność wieloletniej prognozy w stosunku do budżetu przejawia się w konieczności uchwalenia jej w pierwszej kolejności, przy czym wieloletnia prognoza finansowa musi być zmieniana i dostosowywana do zmian w budżecie lub/i zmian budżetu. Celem artykułu jest wskazanie i ocena istotnych zmian zachodzących w wykazie przedsięwzięć wieloletnich stanowiących jeden z załączników do wieloletniej prognozy finansowej. Zmiany te mogą wynikać ze zmian przepisów prawnych lub być podyktowane koniecznością zgodności z budżetem JST.

The Long-term Finance Forecast was decided to be the main document, that should lead annual budgeting for Local Governments. Primary role is confirmed through legal need of preparing Long-term Forecast first, before Budget. In the same time Long- -term Forecast will be updated as result of changes in budget allocation and/or changes in budget amount. This article will focus on changes within list of long-term initiatives within Long-term Finance Forecast. Those changes can be caused either by changes in legal rules or need of synchronization with Budget.

Jednostki samorządu terytorialnego oraz ich związki zobowiązane są do sporządzania licznych sprawozdań dotyczących gromadzenia i rozdysponowania środków publicznych. Celem artykułu jest przedstawienie sposobu uwzględniania zadłużenia wynikającego z obligacji w wybranych sprawozdaniach jednostek samorządu terytorialnego. W opracowaniu zwrócono uwagę na zakres realizacji zasady jawności i przejrzystości finansów publicznych w odniesieniu do organów emitenta samorządowego oraz podmiotów inwestujących w obligacje komunalne.

Local government units and their unions are required to prepare a number of reports concerning the collection and distribution of public funds. The aim of this article is to provide a method of taking into account the debt under the bond in selected reports of local government units. The study highlights the scope of the implementation of the principle of openness and transparency of public finances in relation to the issuer of local government bodies and investors in municipal bonds.

Praca przedstawia identyfikację nowego zjawiska na rynku politycznym, jakim jest tworzenie produktów systemowych, ze szczególnym uwzględnieniem jego występowania na poziomie lokalnym (samorządowym), wraz z oceną możliwości adaptacji koncepcji na poziomie krajowym i globalnym oraz wpływem wielordzeniowych, złożonych produktów politycznych na uzyskiwanie przewagi konkurencyjnej przez takie podmioty, jak partie, stowarzyszenia i ruchy wyborcze.

The issue of systemic products on the political market is hardly recognized. Political marketing researchers mainly focuses on sociological and psychological aspects of the electoral decision-making. This article’s aim is, on the one hand, to define the systemic political product and present the types thereof, and on the other to present the circumstances that affected the development of completely new way to meet the needs of different types of political stakeholders. The paper presents identify a new phenomenon in the political market, with particular emphasis on its prevalence at the local (municipal) level and the possibility of adopting the concept at the national and global levels to obtain competitive advantage by such entities as parties, electoral associations and other political movements.

The subject of paper is to identify factors determining the propensity of local authorities to tax competition. The essence of tax competition is to gain the source of tax revenues. Hence, it is very convenient to make assumption that the prime factor intensifying tax competition should be fiscal deficit. The need to finance local budget expenditures amplifying the propensity to look for additional sources of taxation. Nevertheless it is possible the propensity in question is the consequence of so-called economic deficit. Economic deficit is the difference between per capita expenditures attributed to specified local society and per capita expenditures in reference local society. It is pointed that the number of inhabitants correlates positively with the degree of tax competition intensification. Theoretical investigation allows to suggest two models of tax competition. The distinction between them depends on the relation between the area of local tax impact and the area under administrative power. The model of intensive tax competition is executed when these areas cover each other. The model of extensive tax competition is realized when the impact area includes the administration one. The paper stresses on taking into consideration the problems of the efficiency of tax competition. In suggested context, the crucial problem is the permanence of the source of tax revenues. Especially, the lasting source of taxation induces the growth of efficiency. In particulars, the permanence of tax revenues depends on the existence the barriers of tax jurisdiction leaving.

The purpose of this paper is to analyze the regulations of the Polish public financelaw principles of openness and transparency of public finances in the context of their roletowards reducing the debt of local governments. Transparency of public finance at the level of local government finances constitutes a factor ensuring the proper use of publicfunds, especially in terms of expenditure of the local government units. The implementationof public finances transparency principle is also conducive to authoritative presentationof data concerning the financial operations of public finances, enabling obtainingreliable information in this regard. Proper understanding of the amounts of revenue andexpenditure of a given local government unit affects the knowledge of the fixed amount of government deficits and public debt of the entity.

Skuteczność i efektywność wykonywanych przez jednostki sektora finansów publicznych zadań w znacznej mierze uzależnione są od spełnienia wielu czynników, w tym korzystania z nowoczesnych instrumentów wspomagających proces kierowania. Zarządzanie finansami jest procesem złożonym, opartym na wzajemnie uzupełniających się technikach i metodach, tworzących spójny system informacyjno-analityczny przydatny przy podejmowaniu decyzji zarządczych. Celem artykułu jest prezentacja wybranych wyników badań empirycznych, przedmiotem których była ocena wpływu kontroli zarządczej i audytu wewnętrznego na funkcjonowanie procesu zarządzania finansami jednostek samorządu terytorialnego w Polsce. Uzyskane wyniki zostały uzupełnione krytycznym komentarzem autora badań.

The effectiveness and efficiency of tasks performed by the public finance sector entities largely depends on the fulfillment of many factors, including the use of modern instruments supporting the management process. Financial management is an established process, based on mutually complementary techniques and methods – creating a coherent information and analytical system that is useful for making management decisions. The aim of the article is to present selected results of empirical research, the subject of which was to assess the impact of management control and internal audit on the functioning of the financial management process of local government units in Poland. The obtained results were supplemented with a critical commentary by the author of the research.
