Aim/purpose – This paper aims at analysing the influence of the quality of services offered by higher learning institutions on student satisfaction. Design methodology/approach – Stratification sampling design was utilised to select a representative sample of 606 students from different schools/faculties of Mzumbe University in Tanzania. Data were collected using the closed questionnaire. The data were then processed and analysed through the prediction of categories of response variables of satisfaction against several explanatory variables using multinomial logistic regression model. Findings – The results indicated that responsiveness, reliability, tangibility, assurance and empathy variables have significant influence on student satisfaction. The study concluded that improving services on these variables is bound to lead to maximisation of satisfaction which would result into increased students’ enrolment. Research implications/limitation – The findings of the investigation reveal further that apart from competence and attitude of lectures, teaching facilities was another important criterion for satisfaction. Originality/value/contribution – Understanding the quality of services offered by higher learning institution is imperative for the development of any institution. This paper serves as a bench mark in evaluating the quality of services as perceived by students.

The concept of media goods is of pivotal significance for owners and managers of media business activities. Raising the quality of media goods, namely, newspapers, magazines, radio and television programmes, are the fundamental marketing activities, which should be undertaken with reference to a product. In this article, it is assumed that drastic changes in the media companies’ environment in Poland, especially from the year 2009, prompt the systematic decline in the quality of media goods. It is ascertained that such a situation ensues mainly from the business strategies employed by owners and managers of media companies. In order to carry out a diagnosis of the phenomena the meaning of media goods quality was also specified.

The paper focuses on the analysis of the employees’ behaviour, specifically in their involvement and commitment in hotel service after the implementation of a quality management system. When organization fails to involve the employees in a meaningful way, two types of workers could be identified; employees with high efficiency and employees with resistance to change. In this qualitative study, it was observed that if an employee doesn’t feel a sense of accomplishment, even when he constantly receives training courses, has incentives or sanctions, it is going to be difficult to get his involvement and commitment with the organization goals. This situation happens because the hotel quality management system is supported by an isomorphism with standardized rules that proceeded or originate from a different context and, in that system the features of the company and workers were not considered. The case study war carried out in a touristic destiny of sun-beach tourism in Mexico. Questionnaires and semi-structured interviews were prepared to elicit the employees’ participation in decision-making process, the employees’ involvement and commitment to achieve organization’s quality objectives, the employees’ efficiency in production processes and service, and the socialization. As already stated earlier, the intention of this paper is to develop an understanding of the actual practices that guide the relationships of human resources, when quality is joined as a contingent element.

With the swift development of technology, the distance among people’s hearts surprisingly becomes further and further. Residents living in the congested cities feel more lonely than those who inhabit countryside. The mass media makes them consider everything at hand stereotyped. They parrot their designated work again and again, without passion or enthusiasm. Hence facing these social predicaments and interior struggle, Robert M. Pirsig embarks on a trip to cross America by motorcycle, in order to gain spiritual epiphany and freedom. Therefore, he finds quality is the panacea that may solve the present problems. Quality has a long history, which is closely analogous to Plato’s goodness. Quality is one, just as the supreme spirit in the Buddhist Upanishad whose universe and ego are identical. However, modern technology lacks of oneness, so that each time touching it, people only feel cruel and ugly since both the creator and the owner do not have the sense of identity for their innovative or possessive things. The injection of quality into technology may break through the difficulties resulting from the traditional method of dichotomy for the reason that quality spurs technology to melt nature and human’s soul, creating something that exceeds the two. This thesis aims to probe the meaning of quality and the account of modern crisis caused by the absence of quality. The last part points out how to reconcile the conflict between human’s value and technological needs, so as to achieve the ultimate goal that enhances people’s happiness.

This article offers insights into criminal law aspects of rail accidents on the ground of 4 E theory. The authors show correlations between offences against safety in transport and criminal repercussions of this incidents. The concept of a rail disaster is scrutinized and the role of prevention in the process of ensuring safety is highlighted. In the further part of the article the readers’ attention is turned to the role and methods of managing a public institution which acts as the National Security Agency (NSA) in rail transport. The article discusses some ideas for the NSA management modernising process as well as the viability of developing the concept of New Public Management and logistics in of-fices of public administration.

The paper deals with a systematic approach to education as well as to other areas, which represents a tool ensuring that education was performed effectively and efficiently, that it had positive influence on the society and the individual and it had improved their job performance and quality of life. This rational approach to the development of educational programs, their execution and quality evaluation enables to reach strategic education aims successfully and in a way that they suit and stimulate the requirements of practice.

This study investigates foreign aid, quality of governance and human development in West Africa, adopting the Random-Effects Model (REM) of the Panel Data Analysis and Estimated Generalized Least Square (EGLS) estimation technique for 15 West African countries from 1990-2015. Governance Composite Index with Goal Post and Geometric Mean approach on six indicators of governance were constructed to treat foreign aid effects on governance collectively. Results showed that most foreign aids improve human development (income, life expectancy, and education). However, some foreign aids weaken the quality of governance. The researchers recommended that government should have little or no role in foreign aid influx into the economy; rather, foreign aid should be channeled through tax effort and private investment. More so, donors should concentrate on poor countries with good institutions if foreign aid must be channeled through government expenditure. Finally, an independent body should ensure mutual accountability between recipients and donors routinely to ensure foreign aid improves human development without weakening governance quality.

Celem artykułu jest określenie roli standardów zapewnienia jakości i narzędzi doskonalenia procesów w działaniach przedsiębiorstw sektora logistycznego. W opracowaniu starano się zwrócić szczególną uwagę na wymagania stawiane podmiotom gospodarczym działającym w tym sektorze przez klientów (producentów oraz sieci handlowe) w zakresie zapewnienia jakości oferowanych usług związanych z transportem i magazynowaniem powierzanych towarów. Wymagania klientów koncentrują się głównie na wdrożeniu systemowego zarządzania (opartego na wdrożeniu wymagań standardu ISO 9001) oraz na zapewnieniu bezpieczeństwa w odniesieniu do wyrobów, takich jak artykuły spożywcze, produkty elektroniczne czy chemiczne. Analizując działania przedsiębiorstw sektora logistycznego, można dostrzec także, iż chcąc zwiększać swoją przewagę konkurencyjną, wdrażają one także inne narzędzia systemowe związane z zarządzaniem środowiskowym, zarządzaniem bezpieczeństwem (pracy, informacji, łańcuchem dostaw), a także koncepcję zarządzania ciągłością działania.

The aim of this article is to define the role of quality assurance standards as well as tools for process improvement in the activities of companies in the logistics sector. The paper pays particular attention to the requirements of commercial enterprises (manufacturers and retailers) in ensuring the quality of logistic services related to the transport and storage of goods entrusted. Customer requirements are mainly focused on the implementation of the management system (based on the implementation of the ISO 9001 standard) and others safety standards ensure the safety for products such as food, electronic products and chemicals. Analyzing the activities of enterprises in the logistics sector can also be observed that wanting to increase their competitive advantage the logistic operators implement also other tools for process improvements related to environmental management, security management (work, information management, supply chain) as well as the concept of business continuity management.

The article contributes to problems of quality management, specifically to criteria of school quality. It informs about criteria given by the Czech School Inspection as a traditional model in education and about criteria given by quality management systems ISO 9001 and CAF, which are being used in Czech education and also in international context. The aim is to clarify basic components within the frame of three presented criterion models and to pay attention to their connections and differences.

Celem opracowania jest próba scharakteryzowania jakości warunków pracy na podstawie opinii pracowników wybranego zakładu przerobu drewna usytuowanego na obszarze Śląska Opolskiego wyrażonych w dwukrotnych badań ankietowych. Zbadano stopień świadomości pracowników w odniesieniu do ryzyka zawodowego, stosowania środków ochrony indywidualnej oraz stanu ich zdrowia. Na tej podstawie dokonano oceny warunków pracy. Pierwsze badanie przeprowadzono w trakcie analizy jakości warunków pracy w przemyśle Śląska Opolskiego w okresie transformacji gospodarczej. Wówczas analizą objęto kilkaset zakładów przemysłu drzewnego i cementowego. W 2013 r. postanowiono przeprowadzić po raz drugi to samo badanie ankietowe w jednym z zakładów. Decyzja ta została podyktowana tym, że w 2006 r. zakład ten został zakupiony przez zagraniczny koncern i zaczął się dynamicznie rozwijać, co nie jest częstym przypadkiem w przemyśle tartacznym. Podejmując się powtórnej analizy, chciano pokazać, że zmiana właściciela miała pozytywny wpływ nie tylko na poprawę kondycji finansowej zakładu, ale również na warunki pracy.

The aim of the study is to characterize the quality of working conditions of workers in the wood processing plant located in the area of Opole Silesia based on twofold surveys. The degree of awareness of employees in relation to occupational hazards, usage of personal protective equipment and the state of their health were examined. On this basis, an assessment of the working conditions was performed. The first study was carried out during the analysis of the quality of working conditions in the region of Opole Silesia in the period of economic transformation. Then, the analysis covered hundreds of woodworking plants and cement plants. In 2013, it was decided to carry out the same survey in one of the plants. This decision was dictated by the fact that in 2006 the plant was purchased by a foreign company and began to flourish, which is not frequent case in the sawmill industry. The reason to undertake a re-analysis was to show that the change in the ownership had a positive impact not only on improving the financial condition of the plant, but also in terms of working conditions.

In this article, the Author criticizes the propositions of changes which are planned to be made in the Polish consumer sale law, demonstrating that almost all of these propositions are ill-founded or badly-designed. According to him, the reason is twofold. First, the proffered solutions do not fit the very reality in which consumer sale takes place in Poland (and not only here): especially the basic need to maintain positive relations among the consumers and sellers as well as between the sellers and their direct and indirect suppliers seems to be – by the drafters – utterly disregarded. Second, the propositions are very often based upon fallacious assumptions or the misunderstanding of working of a legal institution they have wanted to reform. The more significant concern, however, lies in the fact that full of defects though the planned changes are, almost none of these defects has been discerned and pointed out by the consulted organizations and state agencies whose mission is to take care of the consumers’ and entrepreneurs’ rights and interests. In consequence, one is tempted to ask who, if not such organizations and agencies, is to see to the needs of the market and its participants having been properly secured in the Polish consumer law.

The purpose of this paper is to present military applications of the quality assurance method called Six Sigma. This method is applied worldwide to manage quality. It is used by major global enterprises including those producing goods for military purposes. One of its greatest users is the Army of the United States of America as well as other national armies. Six Sigma is part of strategies used in enterprise management, in which quality is perceived as a crucial factor in improvement of competitive market advantage as well as a solution enabling confrontation with emerging threats. Functioning of an army is connected not only with activities related to military operations, but also with purchase of military equipment and other goods, repairs of the equipment, health protection, data collection, transportation, and storage. Six Sigma and solutions based on experience with the method may be applied to all of these areas. (original abstract)

Konstruując wskaźnik cen istotne jest, aby umieć ocenić, w jakim stopniu zmiany cen wynikają ze zmiany poziomu jakości badanych dóbr i usług, w jakiej zaś mierze oznaczają faktyczny ruch cen nieuzasadniony zmianami cech użytkowych. Poszukuje się zatem procedury, która pozwoliłaby na wyeliminowanie wpływu zmian jakości towarów na wskaźnik cen i uzyskanie w wyniku tego tzw. "czystego" wskaźnika cen. (fragment tekstu)

Celem artykułu jest zaprezentowanie dorobku naukowego rachunkowości polskiej w zakresie rachunku kosztów jakości jako jednego z rozwiązań współczesnego rachunku kosztów wspomagającego zarządzanie. Do jego osiągnięcia niezbędne było zastosowanie analizy literatury przedmiotu na podstawie wybranych pozycji książkowych zarówno z zakresu rachunkowości zarządczej, jak i zarządzania jakością, a także wybranych czasopism polskich. Badanie przeprowadzono na wyselekcjonowanym zbiorze artykułów z wybranych czasopism zarejestrowanych w BazEkon. Badaniem objęto lata 1977–2017, jednakże ze względu na zróżnicowany dostęp do czasopism okres badania różni się dla poszczególnych periodyków. Przeprowadzone badania pozwoliły na zidentyfikowanie występującej luki badawczej, która odnosi się do kontekstu szerszego zastosowania rachunku kosztów jakości jako integralnej części nowoczesnych strategicznych systemów rachunkowości zarządczej. Z przeprowadzonej analizy wynika, że rachunek kosztów jakości cieszy się w Polsce popularnością od lat 90. XX wieku. Podejmowane zagadnienia w publikacjach zarówno o charakterze naukowym, jak i praktycznym świadczą o tym, że zainteresowanie tym rozwiązaniem nadal jest duże. W wielu publikacjach eksponowane są koncepcje jakości, kosztów jakości i modelowe ujęcia rachunku kosztów jakości opracowane przez największe autorytety (tzw. Guru Jakości) zajmujących się tą problematyką. Nie brakuje jednak również publikacji zawierających autorskie koncepcje autorów w tym zakresie. Transformacja zarządzania jakością i powstanie wielu nowych narzędzi wspomagających zarządzanie jakością spowodowały zmianę charakteru rachunku kosztów jakości, który stanowi współcześnie integralną część procesu zarządzania.

In the twentieth century, with the rapid changes in business practice, the importance of quality began to increase significantly, both from enterprises and customers perspective. The increased importance of quality and the emergence of new methods and tools supporting quality management has caused increased attention to quality costs and quality costing systems. The aim of the article is to present the state of scientific achievements in the field of quality costing as one of the solutions supporting modern cost management. To achieve the purpose of this article, it was necessary to conduct literature analysis on the basis of selected books dealing with management accounting and quality management, as well as selected Polish journals. The articles were chosen from journals registered in BazEkon. The study covered the years 1977–2017, however, due to the varied access to journals, the study period differs for individual periodicals. The research made it possible to identify a research gap which refers to the context of a wider application of quality costing as an integral part of modern strategic systems of management accounting. The analysis shows that the quality cost calculation has been popular in Poland since the 1990s. Issues discussed in both scientific and practical publications prove that interest in this solution is still strong. In many publications the concepts of quality, quality costs and model approaches to the calculation of quality costs, prepared by the greatest authorities (so-called Quality Gurus) dealing with this issue are presented. However, there are also publications presenting authors' concepts in this area. The transformation of quality management and creation of many new tools supporting quality management resulted in a change in the nature of quality costing, which is now an integral part of the management process.

Zagadnienia te były przedmiotem seminarium zorganizowanego przez Komisję Gospodarczą (EKG), ONZ, Eurostat, Międzynarodową Organizację Pracy (MOP) i Urząd Statystyczny Kanady na przełomie października i listopada 2011 r. w Genewie odbyło się seminarium poświęcone wskaźnikom jakości zatrudnienia, zorganizowane przez Europejską Komisję Gospodarczą (EKG), ONZ, Eurostat, Międzynarodową Organizację Pracy (MOP) i Urząd Statystyczny Kanady. W wyniku konsultacji przeprowadzonych na seminarium opracowano zestawienie proponowanych tematów i wskaźników służących ocenie jakości zatrudnienia.

The article presents international activities on statistical indicators describing the quality of employment in as comprehensive way as possible. These issues are dealt with the seminar organized by the UN Economic Commission for Europe, Eurostat, ILO and Statistics Canada. The seminar was held in Geneva last year. The collaboration of institutions, participation in seminar initiated in 2000, resulted in proposed seven research themes and a number of indicators. The seminar expert groups have exchanged their experiences in trying to synthesise the described problems in the statistical indicators. (original abstract)

Celem artykułu jest zdefiniowanie pojęcia jakości sieciowego produktu tu-rystycznego, wymiarów jakości produktu oraz cech jakości. W artykule sformułowano na-stępujący problem badawczy: w jakim stopniu specyfika sieciowych produktów turystycz-nych wpływa na zakres definiowania pojęcia jakości produktu, jej wymiary i cechy? Wnioski płynące z przeprowadzonej analizy literatury przedmiotu wskazują, iż zasadniczym problemem w definiowaniu jakości sieciowego produktu turystycznego jest określenie wymiarów jakości oraz usystematyzowanie zbioru charakterystyk i cech jakości produktu sieciowego. Wzorzec jakości może stać się użytecznym narzędziem pozwalającym na definiowanie, ocenę i doskonalenie jakości sieciowego produktu turystycznego.

The key issue of quality management in tourist network, especially in pro-cess of designing, planning, operating, evaluation and improvement of product’s quality, is defining a notion of product of a network and its quality. The purpose of the paper is to define the notion of network product in tourism, its dimensions and characteristics of quality. The above scientific problem was formulated in this paper: to which extend the specifics of network product in tourism requires modification of a notion of quality, its dimensions and characteristics of quality. Conclusions of literature review showed that the key question in defining the notion of quality of network product in tourism is the properly indication of quality dimensions due to chosen model and characteristics of product in each dimension. The pattern of quality may become a useful tool to define quality, evaluation and improvement of quality of network tourist product.

Celem pracy jest przedstawienie statystycznych aspektów zasad zarządzania jakością W.E. Deminga. Zasady te opisywane są w postaci 14. tez. Zastosowanie tych tez wspomagane odpowiednimi narzędziami i metodami, umożliwia zbudowanie kompleksowego systemu doskonalenia jakości. Doskonalenie jakości powinno obejmować nie tylko jakość produktu przedsiębiorstwa, ale każdą sferę związaną z działalnością firmy.

In this paper, Deming method is proposed for improving quality in order to achieve product or service, which can satisfy customer. Correct application of statistical methods and tools in philosophy of quality management allow an achievement of expected quality level. This paper shows the application of methods like Quality Function Deployment - QFD, Failure Mode and Effect Analysis - FMEA, Design of Experiments - DOE, Control charts. Application of 14 Deming Thesis, supported with suitable tools and methods, allows a development of complex system for improving quality. Important is, not only to take care of product quality but also concentrate on improving the quality in all fields of activities in the firm. (original abstract)

W artykule przedstawiono wyniki badań nad pomiarem jakości usług świadczonych przez ośrodki wspierania ekonomii społecznej - z wykorzystaniem metody SERVQUAL. W pierwszej kolejności przedstawiono przesłanki podjęcia takich badań, a następnie krótko scharakteryzowano najpopularniejszą metodę pomiaru jakości usług, jaką jest SERVQUAL. Opis wyników badań poprzedza prezentacja założeń metodycznych oraz charakterystyka respondentów. Rezultaty przedstawiono zarówno w układzie podstawowych wymiarów SERVQUAL, jak i szczegółów twierdzeń w ich ramach. W zakończeniu sformułowano wnioski i wyznaczono kierunki dalszych badań w tym obszarze.(abstrakt oryginalny)

In the article the Author has presented the empirical findings on the quality service measurement for organisations supporting social economy - obtained with the use of SERVQUAL method. First, the rationale for performing the research has been presented, then SERVQUAL - the most popular method for quality service measurement has been characterised. The description of research results has been preceded with presentation of methodological assumptions and features of the respondents. The findings have been presented in the basic scheme of SERVQUAL dimensions. The summary of the article includes conclusions and recommended actions for further research in that field. This research study describes the change in education led by the Municipality of Haifa from the year 2004 until today by the Department for Educational Empowerment in the city. This department specializes in the care of children and youths at-risk. Through a unique multi-systemic model, it succeeded simultaneously in reducing the dropping out of students from the public educational frameworks in the city from 30% to 1.5% and in increasing the percentages of entitlement to the high school matriculation certificate from 63% to 75.36%. The change derived from one value-oriented decision based on theories of social justice and equality of opportunities for the entire population in the city. The research is a narrative study based on the stories of the women who lead the activity in the Department for Educational Empowerment and presents the municipality’s central place in the leadership of quality education for the children and youths found under its responsibility.

Badanie opisuje zmianę w edukacji realizowanej przez Urząd Miejski w Hajfie od roku 2004 do dnia dzisiejszego, wprowadzoną przez Wydział ds. Plenipotencji Edukacyjnych (ang. Department for Educational Empowerment) w tym mieście. Wydział ten specjalizuje się w opiece nad zagrożonymi dziećmi i młodzieżą. Poprzez unikalny model wielosystemowy udało się równocześnie ograniczyć przedwczesne kończenie nauki przez uczniów w szkołach publicznych w mieście z 30% do 1,5% i zwiększyć odsetek uprawnionych do immatrykulacji w szkołach wyższych z 63% do 75,36%. Zmiana ta wynika z opartej na wiedzy decyzji, która bazuje na teoriach sprawiedliwości społecznej i równości szans dla całej ludności miasta. Badanie ma charakter narracyjny i jest oparte na relacjach kobiet, które pracowały w Wydziale ds. Plenipotencji Edukacyjnych, oraz przedstawia centralne miejsce urzędu miejskiego w przywództwie w realizacji wysokiej jakości edukacji dzieci i młodzieży, za których kształcenie urząd odpowiada.
