Media and Information Literacy (MIL) is a relatively new field. It is a response to the growing concern around the world to the increasingly complex media and information landscape, the changes in the way information is delivered by the media and consumed by people. This paper focuses on MIL actions taken by IREX Europe in the Republic of Moldova. IREX Europe is a non-profit, non-governmental organization based in Lyon, France, working to improve education, strengthen independent media, reduce conflict, and support democracy and human rights. Its project in Moldova – ‘Strengthening Independent Media and Media Literacy' is a four- year project focusing on supporting independent media; Empower citizens to engage with new media technologies, traditional media, and journalists by developing and expanding media literacy and media corners in libraries across Moldova; and strengthen links between the media and their communities through open discussion platforms gathering journalists, civil society organizations, and local audiences.

The author of the article discusses selected academic and popular publications concerning the history of libraries and librarianship in Poland which appeared in 1945–2015. In that period information about the most important historical resources of various Polish libraries and early book collections was made available; in addition, the period was marked by progress in the study of materials originating before the end of the 18th century. Scholars published a range of methodological studies as well as studies dealing with sources, contributing to the development of scholarship. On the other hand, there were too few editions of source materials. After 1989 scholars intensified their efforts to find sources in foreign collections, especially in Lithuania, Belarus, Ukraine, Russia and Germany. Polish collections kept abroad are yet to be fully researched and have their inventories and catalogues published. The vast body of literature is uneven when it comes to its focus on the various historical periods, regions, subregions and local centres. It comprises publications dealing with the history of libraries, their function and role in culture with regard to the history of the book, and publications focused on the types of libraries or individual libraries — of different traditions, sizes and stature. Scholars also explored the history of home book collections, reading rooms and libraries as well as biographies of librarians and collectors. The quality of the publications varies. There are gaps in, for example, the history of libraries in the former Polish Eastern Borderlands as well as “blank pages” in the historiography of Polish librarianship after the Second World War. There is a visible shortage of quantification of phenomena from the past of libraries, despite the fact that there are some possibilities in this respect. What is also needed is development in comparative studies, also in an international perspective, although this would require Polish historians to become more interested than before in the history of librarianship in other countries.

The significance and propagation of Spanish in the Czech Lands grew in the 16th and 17th centuries. Thanks to the political state of affairs and the dynasticties in place, it was spoken in the court sphere as well as among family members of certain aristocratic families and it was disseminated in communication among the Catholic elites. Its use is on record in official and personal correspondence as well as in journal entries. There is an abundance of books in Spanish in Bohemian and Moravian libraries – both secular and ecclesiastic. Most of them were printed abroad (in Spain, but also in Portugal, Italy and the Netherlands), though some were printed in Prague. Closer investigation has shown that Bohemian-Spanish contacts were more plentiful in concrete cases than was generally adjudged. For this reason, more research is necessary, particularly in the noble families’ archives and in the collections of printed books. Jan Amos Comenius was born into and lived in this environment and although he himself was determined by his non-Catholic religious orientation and his subsequent exile, he also manifested a marked interest in the Spanish and Spanish-American world and its languages. This may be seen in his Janua linguarum, a creative adaptation of a linguistic work by Irish Jesuits, which was published in Salamanca, Spain, in 1611.

The starting point of reflections presented in this paper is the talk which took place during my fieldwork on the cultural role of public libraries in Podhale region in February 2016. The subject of the conversation was the book ‘Fifty Shades of Grey’ by E. L. James, read by one of the interlocutors. Describing its course and atmosphere I try to set it in three contexts: discursive, performative and institutional. By analogy to them, acts and narratives of reading appear as: cultural translation from Anglo-Saxon to Goral style, active experimentation with local cultural constructs and results of specifically shaped concept of readership animation through a library. The peculiar atmosphere of this institution as a place made in great measure by women and for women, remains influential as well. Such interpretation became possible by comparing the analyzed situation with the rest of research material, gathered with in-depth interviews and participant observation, as well as using the perspective of ‘reading as an action’, proposed by American pioneers of the anthropology of reading (Janice Radway, Elizabeth Long). The observation builds an image of public library as a place embedded in local systems of meaning, but on the other hand, favorable to socio-cultural innovations.

The article presents the results of representative surveys on readership conducted in Poland by the National Library and the problems of promoting reading by public institutions. In view of the general decline of reading and its intensity special attention should be paid to the role of public libraries. A new model of public libraries, and their new forms of activity create the potential of promoting reading. There are presented data illustrating the current status and condition of Polish public libraries. The condition of libraries depends on the policy of local government are very diversed. The National Programme for the Development of Reading was adopted by the Council of Ministers of the multiannual program for the years 2016-2020, in order to improve readership in Poland by strengthening the role of public libraries and school as local centers of social life which are the center of access to culture and knowledge.

The paper studies the state of awareness of information literacy and media literacy in Albania and the role of libraries in raising their capacity in fostering use of technology and media and practicing polices of life-long learning (LLL) and education. There is an urgent need in Albania to raise the awareness of information and media literacy issues in the new realities and the skills needed to navigate, evaluate, and use information and technology. The role of the libraries and other institutions is of great importance and impact when it comes to assisting users of all levels not only to find but also to evaluate and use information properly for professional and daily life decisions. This research and the surveys done in Fier Public Library during 1995-2012, will bring a contribution to a greater understanding of the situation in most of the public libraries in Albania and the impact that information, media, and new technologies have in our daily life. The purpose of the research is to raise the awareness of all the stakeholders in Albanian society on its importance for future development. The research has shown that libraries, librarians, and other stakeholders of the society lack understanding on information and media literacy as well as the right infrastructure to support the development of information and communication technology (ICT).

Idea ludoteki, instytucji sprawnie funkcjonującej w różnych krajach, jest w Polsce słabo znana, zarówno od strony teoretycznej, jak i praktycznej. Istnieje niewiele bibliotek udostępniających gry, a instytucji, które zajmowałyby się wyłącznie tym, nie ma wcale. Artykuł ukazuje funkcje pełnione przez gry i zabawy w instytucjach kultury. Przedstawia również zawód ludotekarza jako połączenie profesji pedagoga, ludologa i bibliotekarza. Celem tekstu jest też wykazanie, jakie korzyści przynoszą ludoteki nie tylko użytkownikom, lecz także ludologom i twórcom gier. Jeśli nie da się spełnić postulatu utworzenia w Polsce ludotek funkcjonujących samodzielnie, warto przyjrzeć się pomysłowi szerokiego wprowadzenia gier i zabawek do innych instytucji.

The concept of the toy library – a well-functioning institution in many countries – is little known in Poland, both in theoretical and practical terms. There are few libraries that enable access to games, and no library is devoted exclusively to this purpose. The paper presents the functions that games and play have in cultural institutions. Furthermore, the article depicts the occupation of the toy librarian as a combination of three professions: educator, game researcher and librarian. The aim is also to demonstrate the benefits that toy libraries bring to users as well as to game scholars and designers. If it is not possible to organize toy libraries in Poland, it is worth considering the idea that games should be made available in traditional libraries and other institutions.

W dniach 22–25 maja 2012 r. odbyła się czwarta międzynarodowa konferencja QQML (Qualitative and Quantitative Methods in Libraries), będąca kontynuacją spotkań, które odbyły się w 2009 i 2010 r. w Chanii (Kreta, Grecja) oraz w 2011 r. w Atenach (Grecja). Konferencja poświęcona była szeroko rozumianej problematyce wykorzystywania w bibliotekach i instytucjach naukowych zarządzających informacją, różnego rodzaj metod i badań o charakterze jakościowym i ilościowym. Uczestniczyli w niej przedstawiciele z blisko 60 krajów z całego świata, zarówno bibliotekarze praktycy, jak i pracownicy naukowi uczelni wyższych oraz specjaliści informacji naukowej. Artykuł podsumowuje konferencję i zawiera podstawowe informacje na temat wygłoszonych w jego ramach referatów.

On May 22nd–25th, 2012 the 4th international conference QQML (Qualitative and Quantitative Methods in Libraries) was held. The conference is a continuation of the meetings held in 2009 and 2010 in Chania (Crete, Greece) and in 2011 in Athens (Greece). The conference was devoted to the use of various kinds of qualitative and quantitative methods and studies in libraries and other information institutions. It was attended by representatives of nearly 60 countries around the world: librarians, practitioners, researchers of universities and scientific information specialists. The report summarizes the meeting and briefly outlines papers presented at the conference.

The article is devoted to the fate of Polish collections, including book collections, during the wars that swept through Poland’s territory in 1914–1920: events on the eastern front of WWI, civil war after the Bolshevik revolution in Russia, Polish-Ukrainian conflict of 1918–1919 and Polish-Bolshevik war, the apogee of which came in 1920. Polish collections suffered heavy losses as a result of evacuation of a huge number of historical items to Russia, as a result of warfare, pillaging and deliberate destruction. The collections that were most affected were private collections in the eastern part of pre-partition Poland and in the territories incorporated into the Russian Empire. Safe-guarding of historical heritage was undertaken by Polish societies for the protection of historical heritage, established in the Kingdom of Poland and in Russia. They compiled the first inventories of lost and damaged cultural goods as well as those taken to Russia. Documentary work was under-taken by individual scholars as well; in addition, the first publications dealing with the matter began to appear at the time. The work was continued with a view to future restitution of the goods to Poland, which regained independence in 1918.

Review of a book which is one of few publications on the use of Open Source software. The publication is aimed primarily at librarians and those interested in implementation of new technologies in libraries. However, some of the information contained in the articles is more general so it can be used in other areas of human activity.

Distribution of book literature from the invention of the printing press up to the present contains many interesting moments of cultural, social and economic nature. A journey of a book from its creation to its final recipient can be best observed in an interesting triangle a printing office — a bookseller — a library. This study follows the distribution of Czech Protestant literature by observing how the works by a leading member of the Unity of Brethren and its most eminent representative, John Amos Comenius, were spreading in the area of the early modern Kingdom of Hungary in the period ranging roughly from the middle of the 17th century to the beginning of the 18th century. Research has confirmed a high share of Comenius’ works in private and institutional libraries of that time; this high share was ensured by activities of local pressmen and bookbinders as well as by imports from more distant foreign countries.

This paper analyzes the phenomenon of book theft, sometimes referred to somewhat frivolously as bibliokleptomania. The essential goal is to outline the motives behind such practices and, based on that, develop a typology of book thieves.

This article has been entirely devoted to an analysis of articles and information published in 1945-1947 in the Życie Warszawy newspaper regarding the revindication of book collections in libraries, offices and institutions located in Warsaw. As a result of the analysis of press articles, it shows in what way and how often information on the revindication of library collections was published.

Niniejszy artykuł został w całości poświęcony analizie artykułów oraz informacji zamieszczonych w latach 1945-1947 na łamach dziennika „Życie Warszawy” dotyczących rewindykacji księgozbiorów pochodzących z bibliotek, urzędów oraz instytucji znajdujących się w Warszawie. Ukazano w wyniku analizy artykułów prasowych, w jaki sposób oraz jak często publikowano informacje poświęcone rewindykacji zbiorów bibliotecznych.

W artykule zaprezentowano ocenę dostępności pieszej, rowerowej i samochodowej do bibliotek w powiecie poddębickim. Przedstawiono liczbę budynków mieszkalnych jednorodzinnych i wielorodzinnych na obszarach wyznaczonych przez izochrony: 0–5 minut, 5–10 minut oraz 10–15 minut od placówek bibliotecznych. Dostępność instytucji przeanalizowano, wykorzystując m.in. dane z zasobu OpenStreetMap oraz usługę sieciową WMS, prezentującą aktualną Bazę Danych Obiektów Topograficznych. Na podstawie przeprowadzonych badań stwierdzono, że najlepszą dostępnością pieszą i rowerową do badanych instytucji charakteryzuje się gmina Uniejów. Z kolei w przypadku dojazdu do bibliotek samochodem najlepszą dostępnością odznaczają się gminy Dalików, Poddębice i Zadzim, gdzie każdy z mieszkańców potencjalnie może dotrzeć tym środkiem lokomocji do placówki bibliotecznej.

The article provides an assessment of accessibility of libraries in Poddębice district by foot, bicycle and car. Single-family and multi-family residential buildings are presented in areas delimited by isochrones: 0–5 minutes, 5–10 minutes and 10–15 minutes from libraries. Their accessibility has been analysed using, among others, data from OpenStreetMap resource and WMS network service presenting the Actual Topographic Objects Data Base. The research found that pedestrian and bicycle accessibility of libraries is best in Uniejów municipality, while accessibility by car is best in Dalików, Poddębice and Zadzim municipalities, where each resident can reach a library using this means of transport.

This article discusses the issue of the ”trust” relationship that is considered to be a prerequisite and a necessary condition for building social capital. Social capital and trust play an important role in operation of a great number of institutions and societies, including libraries. Both support and enhance relationships with the local environment, improve co-operation with partners and co-workers, diminish fear and reduce conflicts, and are also stimulants in development. To properly diagnose this particular phenomenon within the library environment, relevant studies have been carried out in 20 countries all over the world. The analysis presented in the article includes both an attempt at establishing the level of trust within the professional group of librarians and the degree of its correlation with other factors (independent variables, such as the age, type of library, library position, etc., and dependent variables). It has been established that librarians show high level of trust towards other people, while the respondents who declared their trust towards other people are also characterised by higher level of individual social capital, enjoy participation in larger social networks and are more involved in charity and public-spirited activities. The latter group includes people who are also family-oriented and enjoy friendship contacts. All the mentioned social attitudes seem to be of significant value in particular library positions.

W artykule podjęto zagadnienie „zaufania”, które uważane jest za warunek niezbędny do budowania kapitału społecznego. Kapitał społeczny oraz zaufanie odgrywają istotną rolę w działalności wielu instytucji i społeczności, także bibliotek. Wzmacniają relacje z otoczeniem, usprawniają współpracę z partnerami i współpracownikami, ograniczają lęk i konflikty, są również stymulantami rozwoju. W celu dokonania diagnozy tego zjawiska w środowisku bibliotek przeprowadzono badania, które objęły 20 krajów świata. Analiza zaprezentowana w artykule objęła zarówno ustalenie poziomu zaufania wśród grupy zawodowej bibliotekarzy, jak i skorelowanie z innymi czynnikami (zmienne niezależne, takie jak wiek, typ biblioteki, stanowisko itd.) oraz zmienne zależne. Ustalono, że bibliotekarze posiadają wysoki poziom zaufania do innych ludzi, natomiast respondenci, którzy zadeklarowali, że ufają innym, charakteryzują się również wyższym poziomem indywidualnego kapitału społecznego, mają większą sieć społeczną, bardziej angażują się w działania charytatywne i obywatelskie, są też bardziej nastawieni na życie rodzinne oraz kontakty przyjacielskie. Wydaje się, że takie postawy społeczne mogą być szczególnie pożądane na określonych stanowiskach bibliotecznych.

Soon after WWII, seven storehouses and sorting houses were established in Poland (on February 1st, 1947). One of them was the Storehouse of Secured Libraries in Poznań. The storehouse was used to house numerous “abandoned” book collections, in particular those from the Wielkopolska region, Lower Silesia and Western Pomerania. Following formal approval of the authorities, volumes of books were then transferred to various research and scientific institutions. Formally, the Storehouse was liquidated on December 31st, 1949. Its resources, amounting to about 286,000 volumes were taken over by Poznań University Library. The library carried on with the relevant work on segregation, processing, restoration and recovery of books form the designated areas. In 1953, the storehouse still kept more than 250,000 volumes, mainly from former German libraries and book collections. These books were then transferred to the Storehouse of Secured Libraries in Katowice and to Poznań University Library. A number of books deemed to be redundant for the purposes of the libraries involved were subsequently pulped, discarded, or otherwise abused.

Po II wojnie światowej, 1 lutego 1947 roku, w Polsce powstało siedem zbiornic-segregatorni. Jedną z nich była Zbiornica Księgozbiorów Zabezpieczonych w Poznaniu. Zgromadziła ona liczne zbiory zwłaszcza z terenów Wielkopolski, Dolnego Śląska oraz Pomorza Zachodniego. Woluminy przekazywane były, za zgodą władz państwowych, przede wszystkim instytucjom naukowym. Formalna likwidacja Zbiornicy nastąpiła 31 grudnia 1949 roku. Jej zasoby, liczące około 286 000 tomów, przejęła Biblioteka Uniwersytecka w Poznaniu, która kontynuowała prace związane z segregacją, repartycją oraz zwożeniem książek z terenu. W 1953 roku w magazynach byłej poznańskiej Zbiornicy pozostawało ponad 250 000 tomów, głównie poniemieckiej proweniencji. Dzieła te zostały przekazane Zbiornicy Księgozbiorów Zabezpieczonych w Katowicach oraz Bibliotece Uniwersyteckiej w Poznaniu. Część książek, uznanych za zbędne, przeznaczono na makulaturę.

This article presents a list of popular speech analysis tools in the form of programs available online to download and in the form of libraries in various programming languages. The first part presents programs used to visualise, to edit, to analyse the speech signal (for example, measurements of the fundamental frequency, intensity or formants) and annotation (segmentation, transcription and labelling of recordings). The second part presents selected libraries available on the GitHub website, which are used for acoustic, phonetic-phonological and prosodic analysis of speech. All tools are described taking into account their functions and capabilities, sources, authors, licenses on which they are made available. The final part of the article presents an evaluation of the described programs taking into account the number and usability of their functions.

Artykuł przedstawia zestawienie popularnych narzędzi do analizy mowy w formie programów dostępnych do pobrania i w formie bibliotek w różnych językach programowania. W pierwszej części zestawione zostały programy służące do wizualizacji sygnału mowy, edytowania, analizy (na przykład pomiarów częstotliwości podstawowej, intensywności czy formantów) oraz anotacji (segmentacji, transkrypcji i etykietowania nagrań). W drugiej części przedstawiono wybrane biblioteki dostępne na stronie GitHub, które służą do akustycznej, fonetyczno-fonologicznej oraz prozodycznej analizy nagrań. Wszystkie narzędzia zostały opisane z uwzględnieniem ich funkcji i możliwości, źródeł, autorów, licencji, na jakich są udostępniane. W ostatnim rozdziale artykułu podjęto próbę ewaluacji opisanych programów, biorąc pod uwagę liczbę i użyteczność ich funkcjonalności.

Artykuł prezentuje stan badań na temat jednego ze składników zasobów niematerialnych bibliotek – kapitału ludzkiego. Zgodnie ze współczesnymi teoriami kapitał ludzki postrzegany jest jako źródło korzyści dla biblioteki. W artykule zwrócono uwagę na różne formy rozwijania i doskonalenia umiejętności osobistych i zawodowych, scharakteryzowano przykładowe ścieżki zawodowe bibliotekarzy i zaproponowano zagadnienia powiązane z pojęciem kapitału ludzkiego w bibliotekach warte uwagi polskich bibliotekoznawców, praktyków i teoretyków.

This article describes the current state of research on one of the intangible resources in the modern library - human capital. According to contemporary theories, human capital is an invaluable resource for the library. The article draws attention to different forms of librarian staff personal and professional development, presents sample career paths for librarians, and seeks to highlight the potential for further research in the field of human capital in libraries, to be considered by Polish librarians, practitioners and theoreticians.
