Nowadays, the concept of military security is the subject of discussion and debate of many experts as well as countries which are required to ensure the security of their citizens. The above issue affects every country regard-less whether it functions within the alliance or independently. Asymmetric threats exert a significant impact on military security.   Currently the center of gravity shifts from traditional threats towards asymmetry. Due to the nature of the modern world as well as the constantly changing geopolitical situation, it is necessary to determine the proper interpretation of military security. The aim of this publication is to present the perception of the concept of military security in the modern world.

Unmanned aerial vehicles’ systems are an integral element of a contemporary battlefield. The dynamics of conducted operations and constantly expanding battlefield area necessitates having an asset capable of carrying out a permanent observation of the war operations’ theatre. According to many specialists expectations, unmanned aerial vehicles (UAVs), due to their characteristics, will become a leading means employed to conduct aerial reconnaissance in the future. The aim of this publication is to present UAV systems as a main asset of aerial reconnaissance to use in the future.

Wykorzystanie lotnictwa w operacjach pomocy humanitarnej jest tematem rozważań oraz dyskusji wielu ekspertów jak również państw zaangażowanych w tego typu działania. Zagadnienie to jest o tyle interesujące, iż obecnie na świecie występuje coraz więcej klęsk żywiołowych czy też katastrof przemysłowych, na które niezbędna jest jak najszybsza reakcja. Z uwagi na charakter klęsk żywiołowych i nieprzewidywalność ich wystąpienia niezbędne jest posiadanie sił i środków, które są w stanie w najkrótszym czasie zareagować na pojawiające się zagrożenia. Na szczególną uwagę w operacjach niesienia pomocy ofiarom klęsk żywiołowych zasługuje lotnictwo z racji cech oraz możliwości, jakimi dysponuje. W niniejszej publikacji przedstawiono doświadczenia z wykorzystania lotnictwa w wybranych operacjach pomocy humanitarnej oraz uwarunkowań dotyczących użycia lotnictwa w tego typu działaniach.

Use of Air Forces in humanitarian operations is currently subject of debate and discussion many experts and countries involved in humanitarian operations. This subject is interesting because actually we have more and more natural disasters and industrial accidents which require fast response. Due to the nature of natural disasters and the unpredictability of their occurrence is necessary to have power and resources that can in the shortest time to respond to emerging threats. At special attention in humanitarian operations deserves the Air Forces becasue of the features and capabilities at its disposal. This publication presents experience of use Air Forces in selected humanitarian operations and conditions of the use Air Forces in humanitarian operations.

Z pojęciem zagrożenia mamy do czynienia każdego dnia. Bardzo często słyszymy o zagrożeniach dla kraju, społeczeństwa, świata, a także pojedynczego człowieka. Aby zrozumieć, czym tak naprawdę jest zagrożenie, należy na wstępie dokonać identyfikacji terminu oraz jego istoty. Zagadnienie to jest o tyle interesujące, iż obecnie występuje coraz więcej zagrożeń. Niezbędna jest zatem ich jak najszybsza identyfikacja, która wpływa bezpośrednio na możliwość zapobiegania i ich zwalczania. Niniejsza publikacja stanowi próbę wyjaśnienia pojęcia zagrożenie oraz przedstawienia istoty zagrożeń we współczesnym świecie.

The notion of threat is dealt with every day. The threat against the state, society, the world or an individual is frequently heard about. In order to comprehend what a threat actually is, it is necessary to identify the no-tion and its essence. The issue is even more interesting due to the fact that there are more and more threats that emerge. Therefore, threat identifica-tion is essential as it affects directly the possibility to prevent and combat threats. The author of this publication tries to explain the notion of threat and present the essence of threat in the modern world.

Z konfliktami oraz wojnami mamy do czynienia praktycznie każdego dnia. W dobie powszechnej informatyzacji nieustanie docierają do nas informacje na temat toczących się konfliktów i wojen. Chcąc chociaż w części zrozumieć sens konfliktów i wojen w pierwszej kolejności należy przybliżyć ich teoretyczną wykładnię. Kwestia ta jest o tyle interesująca, ponieważ mamy do czynienia z wieloma podejściami interpretacyjnymi dotyczącymi teoretycznej wykładni konfliktów i wojen. Niniejsza publikacja stanowi próbę przybliżenia kwestii związanych z teoretyczną wykładnią konfliktów i wojen według Pol Pota oraz G. W Busha.

The vast majority of countries in the world recognize energy as a strategic product because there is a clear correlation between the level of energy consumption or the amount of resources and economic development of society. Therefore, ensuring raw materials for the production and availability of energy have become a priority task of the government of each country. Currently, the state energy security of individual countries varies widely. However, regardless of whether the country has the raw materials from which energy is generated or uses of renewable energy sources, there must be ensured a continuous availability of energy for government entities as well as households. The aim of this publication is to present the concept of national energy security policies of selected EU countries which include the Republic of Poland, the Federal Republic of Germany and Finland.
